People in poor countries live shorter lives than people in rich countries so that, if we scale income by some index of health, there is more inequality in the world than if we consider income alone. Such international inequalities in life expectancy decreased for many years after 1945, and the strong correlation between income and life-expectancy might lead us to hope that economic growth will improve people's health as well as their material living conditions. I argue that the apparent convergence in life expectancies is not as beneficial as might appear, and that, while economic growth is the key to poverty reduction, there is no evidence that it will deliver automatic health improvements in the absence of appropriate conditions. The strong negative correlation between economic growth on the one hand and the proportionate rate of decline of infant and child mortality on the other vanishes altogether if we look at the relationship between growth and the absolute rate of decline in infant and child mortality. In effect, the correlation is between the level of infant mortality and the growth of real incomes, most likely reflecting the importance of factors such as education and the quality of institutions that affect both health and growth.

Jamaica is one of the small number of countries that have attained a life expectancy nearly matching the rich lands, despite having a much lower level of per capita income. Why this is so is the Jamaica paradox. This book provides an answer, surveying possible explanations of Jamaica's rapid gains in life expectancy. The rich countries could invest large sums in reducing mortality, but Jamaica and other low-income countries had to find inexpensive means of doing so. Jamaica's approach especially emphasized that schoolchildren and their parents master lessons about how to manage disease hazards. This book also argues that low-income countries with high life expectancy, such as Jamaica, provide more realistic models as to how other poor countries where life expectancy remains low can improve survival.

This study confirms a strong and robust relationship between economic growth and poverty reduction in sub-Saharan Africa. Employing a panel of 46 countries covering the period 1972-97, the analysis finds that a 10 percent increase in per capita GDP leads to a 1 percent increase in life expectancy, a 3-4 percent decline in infant mortality rates, and a 31⁄2-4 percent increase in the rate of gross primary school enrollment. The results are robust for high- and low-income, as well as fast- and slow-growth, countries. The study also finds that quality of growth, civil conflict, HIV/AIDs, civil and institutional freedom, and island economies are important control variables that help explain the variability of poverty across Africa. A country's latitude is not found to be a significant factor explaining life expectancy or infant mortality rates, though it is a significant factor explaining gross primary school enrollments.

One third of the world's population today lives under governments that consider themselves to be Marxist-Leninist. In many of these places, severe poverty was endemic in the years before Communist authorities came to power. Communist governments claim to have a special understanding into and effectiveness in dealing with problems of poverty. Marxist-Leninist rulers have been in power for nearly thirty years in Cuba, nearly forty years in China, and over sixty-five years in the Soviet Union. How do the poor fare in such places today? Western intellectuals often assume there is an inevitable tradeoff between bread and freedom under communism. What populations lose in the way of civil and political rights, they gain in social guarantees that protect them against material hardship. In "The Poverty of Communism, "Nick Eberstadt challenges this assumption and shatters it. He shows that Communist governments in a wide variety of settings have been no more successful in attending to the material needs of the most vulnerable segments of the populations they govern than non-Communist governments against which they might most readily be compared. The focus of this book is on the distribution of wealth and poverty in traditional and non-traditional familial relationships.
