How a hybrid Confucian-engendered form of governance might solve today’s political problems What might a viable political alternative to liberal democracy look like? In Against Political Equality, Tongdong Bai offers a possibility inspired by Confucian ideas. Bai argues that domestic governance influenced by Confucianism can embrace the liberal aspects of democracy along with the democratic ideas of equal opportunities and governmental accountability to the people. But Confucianism would give more political decision-making power to those with the moral, practical, and intellectual capabilities of caring for the people. While most democratic thinkers still focus on strengthening equality to cure the ills of democracy, the proposed hybrid regime—made up of Confucian-inspired meritocratic characteristics combined with democratic elements and a quasi-liberal system of laws and rights—recognizes that egalitarian qualities sometimes conflict with good governance and the protection of liberties, and defends liberal aspects by restricting democratic ones. Against Equality of Opportunity deals with the ways in which opportunities - education, jobs and other things which affect how people get on in life - are distributed. Take jobs: should the best person always get the job? Or should everyone be given an equal 'life chance'? Or can we somehow combine these two ideas, saying that the best person should always get the job, but that everyone should have an equal chance to become the best? These seem to be the standard views, but this book argues that they are all flawed. We need to understand meritocracy for what it is - a technical rather than a moral ideal; and we need to accept that equality just isn't something we should be striving for at all in this area. We also need to rethink our approach to the related issue of discrimination. We tend to assume discrimination is wrong because it violates either meritocracy or equality, when in fact it is wrong for quite different reasons. In all these areas, then, Cavanagh aims to loosen the grip of established ways of thinking, in order that other ideas might find room to breathe. This is particularly important in the case of meritocracy, which after the recent conversion of the centre-left now dominates the debate more than ever. This book will be of interest to students and teachers of political philosophy, but ultimately it is aimed at anyone who cares about the fundamental values that lie behind the way society is organized. In Elusive Equality, Jeffrey L. Littlejohn and Charles H. Ford place Norfolk, Virginia, at the center of the South's school desegregation debates, tracing the crucial role that Norfolk's African Americans played in efforts to equalize and integrate the city's schools. The authors relate how local activists participated in the historic teacher-pay-parity cases of the 1930s and 1940s, how they fought against the school closures and "Massive Resistance" of the 1950s, and how they challenged continuing patterns of discrimination by insisting on crosstown busing in the 1970s and 1980s. Despite the advances made by local activists, however, Littlejohn and Ford argue that the vaunted "urban advantage" supposedly now enjoyed by Norfolk's public schools is not easy to reconcile with the city's continuing gaps and disparities in relation to race and class. In analyzing the history of struggles over school integration in Norfolk, the authors scrutinize the stories told by participants, including premature declarations of victory that laud particular achievements while ignoring the larger context in which they take place. Their research confirms that Norfolk was a harbinger of national trends in educational policy and civil rights.
