Much political oratory has been devoted to safeguarding America’s boundary with Mexico, but policies that militarize the border and criminalize immigrants have overshadowed the region’s widespread violence against women, the increase in crossing deaths, and the lingering poverty that spurs people to set out on dangerous northward treks. This book addresses those concerns by focusing on gender-based violence, security, and human rights from the perspective of women who live with both violence and poverty. From the Pacific to the Gulf of Mexico, scholars from both sides of the 2,000-mile border reflect expertise in disciplines ranging from international relations to criminal justice, conveying a more complex picture of the region than that presented in other studies. Initial chapters offer an overview of routine sexual assaults on women migrants, the harassment of Central American immigrants at the hands of authorities and residents, corruption and counterfeiting along the border, and near-death experiences of border crossers. Subsequent chapters then connect analysis with solutions in the form of institutional change, social movement activism, policy reform, and the spread of international norms that respect human rights as well as good governance. These chapters show how all facets of the border situation—globalization, NAFTA, economic inequality, organized crime, political corruption, rampant patriarchy—promote gendered violence and other expressions of hyper-masculinity. They also show that U.S. immigration policy exacerbates the problems of border violence—in marked contrast to the border policies of European countries. By focusing on women’s everyday experiences in order to understand human security issues, these contributions offer broad-based alternative approaches and solutions that address everyday violence and inattention to public safety, inequalities, poverty, and human rights. And by presenting a social and democratic international feminist framework to address these issues, they offer the opportunity to transform today’s security debate in constructive ways.

The U.S.-Mexican War officially ended in 1848 with the signing of the Treaty of Guadalupe Hidalgo, which called for Mexico to surrender more than one-third of its land. The treaty offered Mexicans living in the conquered territory a choice between staying there or returning to Mexico by moving south of the newly drawn borderline. In this fascinating history, Anthony Mora analyzes contrasting responses to the treaty’s provisions. The town of Las Cruces was built north of the border by Mexicans who decided to take their chances in the United States. La Mesilla was established just south of the border by men and women who did not want to live in a country that had waged war against the Mexican republic; nevertheless, it was incorporated into the United States in 1854, when the border was redrawn once again. Mora traces the trajectory of each town from its founding until New Mexico became a U.S. state in 1912. La Mesilla thrived initially, but then fell into decay and was surpassed by Las Cruces as a pro-U.S. regional discourse developed. Border Dilemmas explains how two towns, less than five miles apart, were deeply divided by conflicting ideas about the relations between race and nation, and how these ideas continue to inform discussion about what it means to “be Mexican” in the United States.

Japan was sometimes described as a country of "peace" during the Cold War period, in contrast to the continental border conflicts taking place at the time, such as the China-Soviet rivalry. However, as the maritime frontier was "rediscovered" and defined by the regional powers and legal refinements of the 1970s, the process of states seeking a secure maritime zone has accelerated and maritime rivalries have become as intense as inland rivalries. This book examines the territorial disputes souring relations between Japan and its three neighbours: Russia, South Korea and China. It combines an empirical study with theoretical advancements in comparative research to understand the Cold War and post-Cold War border issues related to Japan, particularly the Northern Territories/South Kurils dispute with Russia; Takeshima/Dokto with Korea; and Senkaku/Diaoyu with China and Taiwan.
