This thesis examines Bulgarian political and economic issues regarding NATO's military intervention in Yugoslavia in 1999. It studies: Bulgarian policy regarding Kosovo crisis; the domestic political attitudes and discussions over NATO's military intervention and over government's foreign policy on this issue; the impact of the war in Yugoslavia and post-war order on Bulgarian economy and Bulgarian domestic and foreign politics. The thesis attempts to evaluate some cost-effective assessments about short and long term consequences for Bulgaria. In spite of the initial highly negative and catastrophic expectations of the Bulgarian public, the country gained significant political dividends. Bulgarian prospects for EU and NATO membership now seem to be much more realistic than ever in the past. At the same time, NATO intervention and the postwar settlements have not solved the ethnic, political, military and economic problem on the Balkans, but complicated them and posed serious new risks for Bulgaria and for the Balkans in general. The war also brought certain negative ecologic effects. The intervention in Yugoslavia and its support by the Bulgarian government complicated Bulgarian- Russian relations, which most probably will have long-term negative effect on Bulgarian economy.

Ethnonationalist Conflict in Postcommunist States investigates why some Eastern European states transitioned to new forms of governance with minimal violence while others broke into civil war. In Bulgaria, the Turkish minority was subjected to coerced assimilation and forced expulsion, but the nation ultimately negotiated peace through institutional channels. In Macedonia, periodic outbreaks of insurgent violence escalated to armed conflict. Kosovo's internal warfare culminated in NATO's controversial bombing campaign. In the twenty-first century, these conflicts were subdued, but violence continued to flare occasionally and impede durable conflict resolution. In this comparative study, Maria Koinova applies historical institutionalism to conflict analysis, tracing ethnonationalist violence in postcommunist states to a volatile, formative period between 1987 and 1992. In this era of instability, the incidents that brought majorities and minorities into dispute had a profound impact and a cumulative effect, as did the interventions of international agents and kin states. Whether the conflicts initially evolved in peaceful or violent ways, the dynamics of their disputes became self-perpetuating and informally institutionalized. Thus, external policies or interventions could affect only minimal change, and the impact of international agents subsided over time. Regardless of the constitutions, laws, and injunctions, majorities, minorities, international agents, and kin states continue to act in accord with the logic of informally institutionalized conflict dynamics. Koinova analyzes the development of those dynamics in Bulgaria, Macedonia, and Kosovo, drawing on theories of democratization, international intervention, and path-dependence as well as interviews and extensive fieldwork. Bulgaria has faced previously unimaginable pressures over the last two decades, as it struggles to adapt to a post-Communist landscape and to reform both state and society in the wake of the fall of the Soviet Union, while facing the challenge of increased efforts by NATO and the EU to expand into this region. In Negotiating Diplomacy in the New Europe, Stefanos Katsikas sheds new light on the mechanisms and factors which have influenced the making and shaping of Bulgarian foreign policy, examining the extent to which both domestic factors and the international environment have affected its trajectory. Following the promulgation of Gorbachev's now-famous policies of glasnost and perestroika, and the fall from power of the Bulgarian Communist Party - led at the time by Todor Zhivkov - many have directly attributed Bulgaria's changes in foreign policy to the processes of democratization witnessed throughout Eastern Europe. However, although this was to some extent the case, the commonalities shared with the country's foreign policy during the Cold War era leave in question the extent to which the effects of democratization alone suffice to explain Sofia's post-communist diplomatic and strategic policies. By analysing the influencing factors of Bulgaria's foreign policy since 1989, Katsikas considers factors such as domestic policies, as well as the effects of EU and NATO efforts to expand their influence and membership.
