Despite socialism's best efforts, ethnic identity remained a salient feature in Central and Eastern Europe. Not only did ethno-nationalism help to bring about the fall of the socialist regimes in this region, but it also characterized much of the post-socialist politics. Nation-Building and Minority Politics examines the issue of minority politics in post-socialist states within this dual structure. In particular, it offers an in-depth analysis of post-restoration politics in Estonia and Latvia, covering four issues. First, it looks at the historical context of the current group relations. Second, the study explores the domestic nature of minority politics in Estonia and Latvia by looking at domestic politics and policies. The research on Estonia, Latvia and Lithuania has pointed out some controversial social and political developments since the collapse of the Soviet Union. Crucially, there is a discrepancy between the governments’ commitment to creating democratic political regimes, to ensuring harmonious social relations and to accommodating the ethno-cultural diversity of the resident communities. In reflecting on the legacies of the Soviet past, the book addresses the role non-titular populations have played in the process of democratisation and the relation between the states, societies and minorities in the post-Soviet Baltic states. The argument proceeds along three lines. Firstly, the book examines the institutional dimension of democratisation in the region, thereby addressing the processes of state- and nation-building as reflected in various policy-developments. Secondly, it compares the impact of ethno-cultural diversity on the development of the respective Baltic nation-states. The discussion makes clear that the framework of Baltic political communities was designed to suit the interests of the titular groups and thus resulted in the marginalisation of the minority communities. Thirdly, the book assesses the participation of minority communities in the development, criticism and improvement of state institutions and policies since independence. The analysis points out that, two decades after independence, the post-Soviet Baltic states and societies are seen by many members of the majority groups as primarily serving the interests of their ethnic community. In this situation, the members of the non-titular communities need to adapt to the majorities’ perceptions in order to benefit from the achievements of democratisation.

This volume is unique because of its focus on small states. There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.
