This book addresses potential avenues of criminal liability for public health crisis management in the context of the COVID-19 pandemic, under national and international criminal law, especially for causing death and bodily harm. Legisprudence considers a variety of perspectives and relies on contributions from numerous different disciplines. Rather than providing examples of the various possible approaches to legisprudential studies, this book – bringing together lawyers and legal theorists from seven different countries – highlights two aspects of the many disciplines involved. Firstly, it discusses theoretical abstraction, which borders on, or enters into the realm of full-fledged philosophical speculation. Omnibus legislating is the controversial practice of combining disparate measures in one massive bill. Omnibus packages are "must-pass" bills because they have a nucleus that enjoys widespread support but they also contain a variety of often unrelated measures that are simply "hitching a ride". Why are omnibus bills employed? Why the increase in their use? Why do leaders attach certain bills to omnibus packages and not others? Glen Krutz addresses these and other questions in this original and insightful study of an important change in the legislative process.
