Political parties are one of the core institutions of democracy. But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. Historically, they trace the emergence of parties in Western democracies and the transformation of party cleavage in recent decades. Empirically, they analyze the changing character of parties and party systems in postcommunist Europe, Latin America, and five individual countries that have witnessed significant change: Italy, Japan, Taiwan, India, and Turkey. As the authors show, political parties are now only one of many vehicles for the representation of interests, but they remain essential for recruiting leaders, structuring electoral choice, and organizing government. Given the centrality of political parties in modern democracies, most research on these systems either directly address their internal functioning and activities or question their critical role. Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. Around the world, established parties are weakening, and new parties are failing to take root. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today's elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.

Party and Democracy questions why political parties today are held in such low estimation in advanced democracies. The first part of the volume reviews theoretical motivations behind the growing disdain for the political party. In surveying the parties' lengthy attempt to gain legitimacy, particular attention is devoted to the cultural and political conditions which led to their emergence on the ground' and then to their political and theoretical acceptance as the sole master in the chain of delegation. The second part traces the evolution of the party's organization and public confidence against the backdrop of the transition from industrial to post-industrial societies. The book suggests that, in the post-war period, parties shifted from a golden age of organizational development and positive reception by public opinion towards a more difficult relationship with society as it moved into post industrialism. Parties were unable to master societal change and thus moved towards the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful thanks to their interpenetration into the state, but they have paid' for their pervasive presence in society and the state with a declining legitimacy. Even if some changes have been introduced recently in party organizations to counteract their decline, they seem to have become ineffective; even worse, they have dampened democratic standing inside and outside parties, favouring plebiscitary tendencies. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of the societal and state spheres, but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party. Democracy is still inextricably linked to the party system.
