The emerging demographic and political presence of Latinos in the United States has moved the discussion of race relations beyond the terms of black and white. Using a variety of theoretical approaches, Betina Cutaia Wilkinson assesses Latinos', blacks', and whites' perceptions of commonality and opposition in order to reach a more nuanced understanding of the factors affecting political competition versus cooperation among these groups. In the most comprehensive analysis of Latino, black, and white relations to date, Wilkinson explores the extent to which these groups regard each other as partners or rivals and uncovers the motivations that contribute to those views. Relying on national survey and focus group data, the author examines how social interaction; feelings of identification with members of their own group and others; and individuals' sense of power as established by their racial, economic, and political surroundings impact interracial attitudes. Her findings, like the complex racial dynamics she studies, are not easily reducible to simple formulae, yet they have strong implications for the formation of interracial coalitions. For example, even if social contact generally decreases racial and ethnic hostility, the disadvantaged status of Latinos and blacks tends to impede cooperation and ramp up rivalry, leaving members of both groups more inclined to form coalitions with whites than with each other. Yet contextual factors in particular jurisdictions, such as the availability of quality education and higher wages overall, can mitigate antagonism and increase the likelihood of cooperation. Ultimately, Partners or Rivals? provides a timely account of contemporary race relations and the prospects for interracial and interethnic cooperation, pinpointing the sometimes surprising factors that have a realistic chance of improving those prospects.

Supranationalism is defined as “(...) the existence of an authority that is ‘higher’ than that of the nation state and capable of imposing its will upon it.” (Heywood, 2000, 259). Applied to the EU, this definition would only concern the supranational EU- institutions. But supranationalism also refers to the common interests of the Union as a whole, and to most policy-areas, which are under the authority of the EU. The intergovernmental EU-level is characterised by the dominance of state-sovereignty. It relates to some EU-policy-areas and particularly to the special role of the 25 EU-member states, which have considerable influence within the Union. Both EU- levels have been subject to two different EU- integration theories. Neo- functionalism explains the creation and importance of a supranational stage with its core-concept of spillover. Intergovernmentalism is characterized by its state-centrism and focus on sovereignty. The second unique aspect of the EU, related to the first, is the complex EU-policy-making process. Legislation, developed by the EU- institutions, has to be implemented on a national level. Particularly the European Commission and the Council of the EU are main actors in policy-making. In this process, the Commission explicitly represents the Union’s interests and is thus referred to as supranational. The Council shows strong intergovernmental characteristics. This book explores emotional-affective implications of partnership and rivalry in Turkey-Iran relations. The main proposition of this research underlines the theoretical need to reconnect psycho-social conceptualizations of “emotionality,” “affectivity,” “normativity,” and “relationality.” By combining key theoretical findings, the book offers a holistic conceptual framework to better analyze emotional-affective configuration of relational rules and roles in trans-governmental neighborhood interactions. The empirical chapters look at four consecutive periods extending from the end of First World War (November 1918) to the resuscitation of US sanctions against Iran (November 2018). In each episode, global-regional contours and dyadic dynamics of Ankara-Tehran relationship are examined critically. The century-long history of emotional entanglements and affective arrangements exposes complex patterning of “feeling rules.” Two countervailing constellations still reign over relational narratives. While the 1514 Çaldıran war myth reproduces sectarian resentment and confrontational climate, the 1639 Kasr-ı Şirin peace story reconstructs secular sympathy and collaborative atmosphere in Turkish-Iranian affairs.
