For the proper handling of large groups of boys the requisites are: 1, A simple but definite drill manual and 2, a corps of Scout Masters who not only thoroughly understand it but can teach it and use it practically. Drills and marching are valuable, because of the qualities they develop in the individual boy such as obedience to command, mental and physical alertness and a good carriage. The boys must know how to carry out the few orders required, must be obedient to command, prompt and must maintain a good carriage. Care must be taken, however, not to limit the operations of the boys to those movements for which these orders are given. The Scout Master should remember that the manual of drill is but a means to an end, that the temporary obed1ence to command required is only to enable them to do larger things in the line of their physical and mental development. The obedience is not a surrender of individuality. It should not end in suppression but expression. Divisions. For convenience in handling, the Scouts will be grouped naturally into patrols, of say seven boys in It is sometimes necessary to join with others on special occasions in drills and parades although parading for public show or self glory should in general be discouraged.
