Nonlinear behavior of light such as chaos can be observed during propagation of a laser beam inside the microring resonator (MRR) systems. This Brief highlights the design of a system of MRRs to generate a series of logic codes. An optical soliton is used to generate an entangled photon. The ultra-short soliton pulses provide the required communication signals to generate a pair of polarization entangled photons required for quantum keys. In the frequency domain, MRRs can be used to generate optical millimetre-wave solitons with a broadband frequency of 0–100 GHz. The soliton signals are multiplexed and modulated with the logic codes to transmit the data via a network system. The soliton carriers play critical roles to transmit the data via an optical communication link and provide many applications in secured optical communications. Therefore, transmission of data information can be performed via a communication network using soliton pulse carriers. A system known as optical multiplexer can be used to increase the channel capacity and security of the signals.

There is much controversy over the development of new dams for hydropower, where concerns for environmental protection and the livelihoods of local people may conflict with the goals of economic development. At the UN General Assembly in 1997, an overwhelming majority of States voted for the adoption of the United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses – a global overarching framework governing the rights and duties of States sharing freshwater systems. Globally, there are 263 internationally shared watersheds, which drain the territories of 145 countries and represent more than forty percent of the Earth's land surface. Hence, inter-State cooperation towards the sustainable management of transboundary water supplies, in accordance with applicable international legal instruments, is a topic of crucial importance, especially in the context of the current global water crisis. This volume provides an assessment of the role and relevance of the UN Watercourses Convention and describes and evaluates its entry into force as a key component of transboundary water governance. To date, the Convention still requires further contracting States before it can enter into force. The authors describe the drafting and negotiation of the Convention and its relationship to other multilateral environmental agreements. A series of case studies assess the role of the Convention at various levels: regional (European Union, East Africa, West Africa, Central Asia, Central America and South America), river basin (e.g. the Mekong and Congo) and national (e.g. Ethiopia and Mexico). China’s Hydro-politics in the Mekong explores the intricate processes of conflict and cooperation over the use of water resources in the Mekong river basin between upstream China and the downstream countries of Laos, Thailand, Cambodia, and Vietnam. The book tackles two gaps in the empirical literature: first, the neglect of international hydro-politics as one specific and increasingly important issue area of China’s foreign policy behavior, especially its neighborhood diplomacy; and second, the disregard of China’s role in Mekong River politics. In particular, this book scrutinizes the ‘spring 2010 Mekong crisis’ and the events surrounding it which led to a series of complex multi-level, security-related interactions among various state and non-state actors in the region, with China at the center. Analyzing this crisis, the book not only employs securitization theory as its theoretical framework and adds a couple of innovations to this theory, but also gives a detailed account of China’s hydro-political behavior in one specific and particularly revealing case study. Moreover, the book embeds China’s Mekong hydro-politics in the bigger picture of its (sub-)regional international affairs, as the former does not take place in a vacuum, but rather is a part of China’s overall foreign relations with its neighbors. Evidence highlights that a few critical dynamics, including human migration, natural resource flows, and financial investments, generate a high level of connectivity between these countries. Such high levels of connectivity increase complexity and the potential for ripple effects of national decisions. The emerging links between countries can unfold in financial investments, migration, or the flow of resources. As these links intensify the regional connectivity increases and over time a highly connected region can emerge, as experienced by the Mekong region.
