This book considers a wide range of illicit industries in China, exploring what drives such activities, why consumers tolerate them to differing degrees, how attempts to regulate them are implemented and how such regulation is resisted. Industries considered include human smuggling, human organs trade, illicit pharmaceuticals, smuggling of animal parts, illegal logging and trade of woods, food safety and shadow banking. Throughout, the book describes how the shadow economy works, analyses the degree to which illicit activities are regarded as criminal and highlights the importance of the shadow economy for certain regions of China and certain sections of Chinese society. In doing so, it reveals the challenges of human security posed by these industries not only for China, but also for the global community, and considers a robust governance mechanism at both national and global levels to address these challenges. Overall, the book provides a very rich picture of a key aspect of China’s contemporary economy which is difficult to research.

Economists explore the relationship between expanding international trade and the parallel growth in illicit trade, including illegal drugs, smuggling, and organized crime. As international trade has expanded dramatically in the postwar period--an expansion accelerated by the opening of China, Russia, India, and Eastern Europe--illicit international trade has grown in tandem with it. This volume uses the economist's toolkit to examine the economic, political, and social problems resulting from such illicit activities as illegal drug trade, smuggling, and organized crime. Presenting a comprehensive examination of China’s medical care system, this book tackles issues of policymaking, organization, management and financing in the context of the provision of affordable care in China. Making use of extensive field investigations, interviews and a thorough analysis of documents, this book examines the re-structuring of the medical care system, spanning more than three and half decades from 1979 to the present day. Assessing the difficulties of regulatory control in the health care sector, it also explores theoretical alternatives, including post-Weberian constructs of uncertainty and control, as well as franchise and asymmetric information in market transactions. Ultimately, it argues that patient medical care has become less and less affordable amid shrinking government subsidies, breakdowns of public insurances and increases in user charges, especially between the mid-1990s and mid-2000s. This book interrogates the inevitability and practicability of full-scale, land-intensive capitalist agriculture in China, whilst analyzing the labor-intensive industrious revolution as an alternative rural development path. It presents a critical account of the recent rise of agrarian capitalism as a force that would undermine hundreds of millions of people's livelihoods in the populous country. The Land Question in China traces the roots of the industrious revolution in China back to the eighteenth century, drawing comparisons between contemporary rural development and economic prosperity in the mid-Qing dynasty. Based on field studies and in-depth interviews across rural and urban China, this book presents a socio-legal analysis of non-state organised care for some of China's most vulnerable children. The first full-length book to examine non-state organised care of modern China's ‘lonely children’ (gu'er), this book describes the context in which abandonment occurs and the care provided to children unlikely to be adopted because of their disability. It also explores the various faith groups and humanitarian workers providing this care in private orphanages and foster homes in response to perceived deficiencies in the state orphanage system, in the context of a broader societal shift from ‘welfare statism’ to ‘welfare pluralism’. Formal law and policy has not always kept pace with this shift. This study demonstrates that, in practice, state regulation of these unauthorised care providers has mostly centred on local-level negotiations, hidden rules, and discretion, with mixed outcomes for children. However there has also been a recent shift towards tighter state control and clearer laws, policies, and standards. This timely research sheds light on the life paths and stories of today's ‘lonely children’ and the changing terrain of civil society, humanitarianism, policy-making, and state power in modern China. As such, this book will appeal to students and scholars of Asian and Chinese studies, law and society, NGOs, and comparative social and child welfare.
