It was eventually agreed that the War on Poverty failed as a crime control program, and the focus of policy shifted toward more proximate causes of crime. Infact, it seems safe to say that since the 1960s, the United States has looked primarily to the criminal justice system to solve its crime problem. With the 1990s upon us, what can we say about the success of crime control policies that rely on the criminal justice system? The picture, taken one approach or program at a time, is not good. It is now generally agreed that the criminal justice system fails to rehabilitate offenders, to make them less likely to commit criminal acts as a result of treatment or training; that the system fails to deter potential offenders, to make them less likely to commit criminal acts out of fear of penal sanctions; and that such programs as increased police patrols, reinstatement of the death penalty, and modification of the exclusionary rule are unlikely to have much effect on crime, at least within the limits imposed on them by reasonable assessments of their costs.

A longitudinal birth cohort study of juvenile delinquency and adult crime among 4079 persons living in Wisconsin from age 6 to early adulthood. Data on police contacts and their dispositions were obtained from the police department and other agencies and other data were obtained by interviewing samples of the 1942 and 1949 cohorts. The 1955 Cohort data were brought up to 1989, recoded, and reanalyzed to determine the importance of alcohol and drug involvement in criminal career continuity.

Yet compared with such areas as health status, housing, and employment, the nation lacks timely information and comprehensive research on crime trends. Descriptive information and explanatory research on crime trends across the nation that are not only accurate, but also timely, are pressing needs in the nation's crime-control efforts. In April 2007, the National Research Council held a two-day workshop to address key substantive and methodological issues underlying the study of crime trends and to lay the groundwork for a proposed multiyear NRC panel study of these issues. Six papers were commissioned from leading researchers and discussed at the workshop by experts in sociology, criminology, law, economics, and statistics. The authors revised their papers based on the discussants' comments, and the papers were then reviewed again externally. Background In July of 1992, approximately sixty scholars and researchers met for a week at the "Fritz Erler Akademie" in Freudenstadt, Germany, to participate in a workshop entitled "Cross-National Lon gitudinal Research on Human Development and Criminal Behavior". The participants represented 15 nations and 45 universities and research centers. Although longitudinal research in criminology has a long history, this workshop represented the first one in the field of criminology in which it was attempted to get together the main scholars in this field from around the world. The largest group of the workshop represented American scholars (19), a reflection of the fact that longitudi nal research in criminology is predominantly conducted in North America. This volume is the result of the workshop process and in particular of the invitations to participants to prepare pre or conference papers. The chapters in this volume were selected from a larger set of pre- or conference papers. As workshop conveners and volume editors, it falls to us to set some of the context for this enter prise. Longitudinal research in criminology became a major approach after the publication of the land mark study by Wolfgang, Figlio, and Sellin "Delinquency in a Birth Cohort" in 1972. Around the same time, when Wolfgang, Figlio, and Sellin started their Philadelphia cohort study, were longi tudinal studies, although different in scope and aim, launched by Shannon in the USA, West in England, Janson in Sweden, and Goppinger in Germany.

The Life-Course of Serious and Violent Youth Grown Up addresses significant gaps in the literature on youth involved in chronic, serious, and violent offending. Through longitudinal research and a long follow-up into adulthood, it challenges common perceptions about offending outcomes. Using theoretically grounded, methodologically sophisticated and empirically driven research, this book culminates 20 years of data emerging from the Incarcerated Serious and Violent Young Offender Study (ISVYOS). Initiated in 1998 to understand the origins of serious and violent youth offending, it follows 1,719 formerly incarcerated youth through adulthood and offers a contemporary perspective to questions about chronic offending in adolescence and social and offending outcomes in adulthood. The authors provide a theoretically framed examination of new findings from the ISVYOS regarding participants’ justice system involvement, from onset to persistence to desistance. Most participants experienced continued involvement in the justice system in adulthood. However, contrary to past literature, ISVYOS findings challenge static descriptions of chronic offending and notions of the youth "super predator". ISVYOS findings also challenge assertions that experiences and risk factors in childhood and adolescence are not informative of adult justice system involvement. Together, the findings call for a more humanistic approach that recognizes that the complex lives of individuals formerly incarcerated in adolescence implies that desistance does not happen by default. This book will be of great interest to scholars, researchers, and students of forensic psychology, developmental and life course criminology, youth justice, and violent crime.
