Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. Countering violent extremism consists of various prevention and intervention approaches to increase the resilience of communities and individuals to radicalization toward violent extremism, to provide nonviolent avenues for expressing grievances, and to educate communities about the threat of recruitment and radicalization to violence. To explore the application of health approaches in community-level strategies to countering violent extremism and radicalization, the National Academies of Sciences, Engineering, and Medicine held a public workshop in September 2016. This book offers a wide-ranging and critical examination of recent counter-radicalisation policies, using case studies from several countries. Counter-radicalisation policies, such as the UK ‘Prevent’ strategy, have been highly controversial and increasingly criticised since their introduction. This book examines how de-radicalisation programmes have been portrayed in the media and details the role of public relations (PR) strategies employed by such programmes and Countering Violent Extremism (CVE) to create positive coverage of their work. CVE and de-radicalisation programmes have seen a significant rise in recent years and are now cornerstones of many countries’ counterterrorism strategies. Terrorism remains one of the major threats facing the world community. While literature on the subject is dominated by discussion of the factors leading individuals and groups to join violent extremist, terrorist groups, the question of what can lead them to disengage from such groups is an equally important one. This book is the first study to provide a detailed analysis of both counter-radicalization and deradicalization programmes in eight Muslim-majority states, representing hitherto one of the largest, detailed, and most systematic inventory of such programmes in the world. Drawing on detailed case-studies from a number of countries, the book: traces the historical evolution of violent extremist groups and individuals in each country case study, including the period before independence; describes in detail states’ response to this phenomenon in each period; provides important empirical analyses for counter-and-deradicalization policies and programmes based on extensive fieldwork and interviews with state officials, former radicals, and members of civil society organizations in each country; provides a first systematic evaluation of the effectiveness and success of these programmes and policies; focuses simultaneously on factors that have led to deradicalization at an individual or organizational level, and on the macro environment, both external-global and internal, that encourages counter-radicalization and deradicalization of groups and individuals.
