Over the past 50 years, thousands of satellites have been sent into space on missions to collect data about the Earth. Today, the ability to forecast weather, climate, and natural hazards depends critically on these satellite-based observations. At the request of the National Aeronautics and Space Administration, the National Research Council convened a committee to examine the scientific accomplishments that have resulted from space-based observations. CEOS was established under the auspices of the Economic Summit of Industrialized Nations in 1984 in response to a recommendation from a panel of experts in remote sensing within the Working Group on Growth, Technology and Employment (CEOS, 2009). The panel recognized the collective value of the world’s Earth remote sensing capabilities and the advantages that would be gained by the coordination of civil Earth observing satellite missions. By cooperating in mission planning and the development of compatible data products, applications, services and policies, the national space programs would maximize the bene?ts of their individual inve- ments and be able to better address the environmental challenges of the entire international community. CEOS was to serve as the focal point for this inter- tional coordination and to provide the forum for the change of policy and technical information. The members of CEOS are governmental organizations that are international or national in nature and are responsible for a civil space-borne Earth observation program that is currently in operation or in an advanced stage of system devel- ment. CEOS also has established Associate Members that are similar governmental organizations with a civil space-segment activity in an early stage of system dev- opment or those with a signi?cant ground-segment activity that supports CEOS objectives. Associate Members may also be existing satellite coordination group and scienti?c or governmental bodies that are international in nature and have a signi?cant programmatic activity that likewise is aligned with the goals of CEOS.

In November 2018, National Academy of Sciences (NAS) President Marcia McNutt visited China for the first time in her official role. As part of this visit, the National Academies of Sciences, Engineering, and Medicine's Science and Technology for Sustainability (STS) program and the Chinese Academy of Sciences organized a one-day workshop relating to urban sustainability in Beijing. The goal of the visit was to begin to explore some areas where the U.S. National Academies and the Chinese Academy might develop collaboration. At the same time, the trip provided an opportunity to develop links to other parts of the science and technology community in China. To further elucidate some of these issues and build upon current partnerships, an expert committee under the STS program, in collaboration with the Chinese Academy of Sciences, organized a one-day public workshop on urban sustainability in China and the United States, held on December 16, 2019. The workshop focused on the intersection of urban climate change mitigation and adaptation, urban health, and sustainable transportation, including green infrastructure and urban flooding in both countries. This publication summarizes the presentations and discussions from the workshop.

The conditions which govern access to the data, distribution of the data and the price of the data are now vital to the exploitation of this important environmental data resource. This book examines and analyses these data policy issues and recommends how the Earth observation sector can best develop appropriate and useful policies so that the scientific, operational and commercial value of the data can be maximised. This book provides a summary of the influences on Earth observation data policy and a review of the main organisations which develop Earth observation data policy including the United States, the committee on Earth Observation Satellites, the International Earth Observing System and space agencies such as the European Space Agency. The book analyses four key parts to Earth observation data policy: access to Earth observation data, data protection, pricing policy and data preservation. Details of the satellite Earth observation systems of the United States, Europe, Japan, Canada and other nations are included throughout the book. In preparing the book the author has interviewed over 70 experts in Earth observation data policy in Europe, the United States and Canada.
