This book arises from a 2011 international conference entitled Climate Change, Agri-Food, Fisheries and Ecosystems: Reinventing Research, Innovation, and Policy Agendas for an Environmentally and Socially-Balanced Growth (ICCAFFE2011), organized by the North-South Center for Social Sciences (NRCS) in collaboration with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Germany and the Institute for Research and Development (IRD), France. Coverage focuses on the agricultural sector and helps improve understanding of the relationships between agriculture and the environment and between human communities and nature, so as to sustainably manage agricultural development. The contributors analyze the interdependence between sustainable agricultural development and environmental, economic and social dynamics; assess the impacts of soil degradation on agricultural productivity; present ways to enhance livestock production and recommend mechanisms for managing links between agro-biodiversity, climate change and livelihoods. Part I examines sustainable agriculture development and environmental, economic and social dynamics, addressing topics such as global climate change, agriculture and challenges including socio-economic factors, adaptation, poverty reduction and water management. Part II covers the impacts of soil degradation on agricultural productivity and discusses the use of expert systems to assess and manage degraded lands, agricultural productivity, land suitability and rehabilitation. Part III focuses on livestock production enhancements, such as feed resources and supplemental feeds for animals and capacity building for women in dairy management. Part IV shares the outcomes of research in agro-biodiversity, climate change and livelihoods, addressing topics such as co-management of forests, carbon consumption models, biodiversity conservation and carbon sequestration and scarce mangrove forests. Current environmental and agro-ecological research focuses on understanding the cause-consequence relationships between specific agricultural practices and land use and the responses at different levels of ecosystems. This book is intended to contribute to this discussion.

A synthesis of the agricultural history of the Green Revolution The Green Revolution was devised to increase agricultural production worldwide, particularly in the developing world. Agriculturalists employed anhydrous ammonia and other fertilizing agents, mechanical tilling, hybridized seeds, pesticides, herbicides, and a multitude of other techniques to increase yields and feed a mushrooming human population that would otherwise suffer starvation as the world’s food supply dwindled. In The Green Revolution in the Global South: Science, Politics, and Unintended Consequences, R. Douglas Hurt demonstrates that the Green Revolution did not turn out as neatly as scientists predicted. When its methods and products were imported to places like Indonesia and Nigeria, or even replicated indigenously, the result was a tumultuous impact on a society’s functioning. A range of factors—including cultural practices, ethnic and religious barriers, cost and availability of new technologies, climate, rainfall and aridity, soil quality, the scale of landholdings, political policies and opportunism, the rise of industrial farms, civil unrest, indigenous diseases, and corruption—entered into the Green Revolution calculus, producing a series of unintended consequences that varied from place to place. As the Green Revolution played out over time, these consequences rippled throughout societies, affecting environments, economies, political structures, and countless human lives. Analyzing change over time, almost decade by decade, Hurt shows that the Green Revolution was driven by the state as well as science. Rather than acknowledge the vast problems with the Green Revolution or explore other models, Hurt argues, scientists and political leaders doubled down and repeated the same missteps in the name of humanity and food security. In tracing the permutations of modern science’s impact on international agricultural systems, Hurt documents how, beyond increasing yields, the Green Revolution affected social orders, politics, and lifestyles in every place its methods were applied—usually far more than once.

Agricultural policy reform is one of the major challenges facing India today. Such reform is required to reduce poverty through faster agricultural growth and to promote more sustainable use of natural resources while ensuring food security. Subsidy policies that promote the use of fertilizer and of electricity for groundwater irrigation are in particular need of reform. While subsidies for these two inputs played a crucial role in achieving India's Green Revolution, they have been criticized during the past decade for benefitting large-scale farmers more than smallholders, placing a fiscal burden on the state, and having negative environmental effects. By analyzing the evolution of these input subsidy policies and examining the political processes involved in efforts to reform them, this study throws new light on the factors that have so far prevented a move toward more pro-poor and environmentally sustainable agricultural input policies in India. The authors show that electoral politics, institutional factors, and policy paradigms or belief systems all play an important role in blocking reform. They identify several policy reform options as well as political strategies that can overcome past obstacles to reform. Community-based policy solutions, new coalitions for policy reform, fresh approaches to the policy debate, innovative and consensus-oriented forms of deliberation, and effective use of research-based knowledge can all make positive contributions to Indian policy reform. The analyses and proposals presented in this study will be a valuable resource for policymakers and stakeholders concerned with the politics of agricultural development.
