This book seeks to interrogate how contemporary policy issues become ‘securitized’ and, furthermore, what the implications of this process are. A generation after the introduction of the concept of securitization to the security studies field, this book engages with how securitization and desecuritization ‘works’ within and across a wide range of security domains including terrorism and counter-terrorism, climate change, sexual and gender-based violence, inter-state and intra-state conflict, identity, and memory in various geographic and social contexts. Blending theory and application, the contributors to this volume – drawn from different disciplinary, ontological, and geographic ‘spaces’ – orient their investigations around three common analytical objectives: revealing deficiencies in and through application(s) of securitization; considering securitization through speech-acts and discourse as well as other mechanisms; and exposing latent orthodoxies embedded in securitization research. The volume demonstrates the dynamic and elastic quality of securitization and desecuritization as concepts that bear explanatory fruit when applied across a wide range of security issues, actors, and audiences. It also reveals the deficiencies in restricting securitization research to an overly narrow set of issues, actors, and mechanisms. This volume will be of great interest to scholars of critical security studies, international security, and International Relations. This volume aims to provide a new framework for the analysis of securitization processes, increasing our understanding of how security issues emerge, evolve and dissolve. Securitisation theory has become one of the key components of security studies and IR courses in recent years, and this book represents the first attempt to provide an integrated and rigorous overview of securitization practices within a coherent framework. To do so, it organizes securitization around three core assumptions which make the theory applicable to empirical studies: the centrality of audience, the co-dependency of agency and context and the structuring force of the dispositif. These assumptions are then investigated through discourse analysis, process-tracing, ethnographic research, and content analysis and discussed in relation to extensive case studies. At the height of the Great Depression a number of leading U.S. economists advanced a proposal for monetary reform that became known as the Chicago Plan. It envisaged the separation of the monetary and credit functions of the banking system, by requiring 100% reserve backing for deposits. Irving Fisher (1936) claimed the following advantages for this plan: (1) Much better control of a major source of business cycle fluctuations, sudden increases and contractions of bank credit and of the supply of bank-created money. (2) Complete elimination of bank runs. (3) Dramatic reduction of the (net) public debt. (4) Dramatic reduction of private debt, as money creation no longer requires simultaneous debt creation. We study these claims by embedding a comprehensive and carefully calibrated model of the banking system in a DSGE model of the U.S. economy. We find support for all four of Fisher's claims. Furthermore, output gains approach 10 percent, and steady state inflation can drop to zero without posing problems for the conduct of monetary policy.

This book examines how the Zionist movement, and later the state of Israel, have dealt with various longstanding efforts to delegitimize Israel’s standing in the international community, including by the Arab League Boycott, the United Nations, and the Boycott, Divest and Sanctions (BDS) movement. Through historical and archival research, as well as discourse analysis of legal and governmental documents, public statements of Israeli officials, and interviews with Israeli policy makers, this book argues that Israel has constructed perceived and real challenges to its legitimacy as ontological threats that undermine its national security, and has securitized its Jewish identity in response to these threats. As a result, the state has adopted extraordinary measures, often marked by illiberalism. Rather than enhance Israel’s international legitimacy, these measures have undermined it further, especially among liberal audiences in the West, whose support is critical for Israel’s continued international legitimacy. Therefore, Israel is locked in a securitization dilemma—where actions taken to enhance its security through increased legitimacy result in further delegitimization. Highlighting the ways this securitization dilemma is at the heart of Israeli policymaking today—particularly in the context of the recent BDS movement—this book brings into focus key problems that Israel faces as it attempts to combat delegitimization movements against its self-constructed identity as a Jewish state. This book represents the first attempt to evaluate the first two decades of the EU counterterrorism policy. It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification. Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The chapters in this volume explore this change and seek to explain it by drawing upon the concept of ‘collective securitization’. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance. The book is both extremely relevant and timely for readers outside the area of research for several reasons. First of all, EU counterterrorism is often argued to be at the forefront of the EU’s response to new security threats. The ‘EU acquis’ on the Area of Freedom, Security and Justice (AFSJ) has grown significantly over the last years. Consequently, it is crucial and very timely to examine EU counterterrorism – exactly 20 years after the first significant measures were adopted in the wake of 9/11.
