This book examines how de-radicalisation programmes have been portrayed in the media and details the role of public relations (PR) strategies employed by such programmes and Countering Violent Extremism (CVE) to create positive coverage of their work. CVE and de-radicalisation programmes have seen a significant rise in recent years and are now cornerstones of many countries’ counterterrorism strategies. Despite the increased importance of these tools to counter violent radicalisation leading to terrorism, they remain controversial and sometimes receive fierce public criticism and opposition. This work looks at how CVE and de-radicalisation programs are able to influence a country’s discourse on de-radicalisation, and how far governmental programs differ from non-governmental initiatives in terms of their PR strategies. The book also provides a theoretical basis of how the discourse on CVE is constructed in the media. As major case studies, this book examines the United Kingdom, Germany and Nigeria. For these countries, the authors have gathered and assessed roughly 3,000 newspaper articles on de-radicalisation programmes over a decade to provide an empirical base. This book is the first detailed study of the causes of de-radicalization in armed Islamist movements. It is based on frontline research that includes interviews with Jihadist leaders, mid-ranking commanders, and young sympathizers, as well as former security and intelligence officers and state officials. Additionally, it is also the first book to analyze the particular conditions under which successful de-radicalization can take place. The current literature on Islamist movements attempts to explain two principal issues: their support of violence (radicalization) and their changing attitudes towards democracy and democratization (moderation). However, the reasons behind renouncing (behavioural de-radicalization) and de-legitimizing (ideological de-radicalization) violence have not been evaluated to date. The author provides an in-depth analysis of the de-radicalization processes of the Egyptian Muslim Brothers (1951-73), former allies of al-Qa'ida, such as al-Gama'a al-Islammiyya (Islamic Group of Egypt, 1997-2002) and al-Jihad Organization (2007- present), as well as of Algerian Islamist groups (1997-2000). This book offers a new model for measuring the success and impact of counterterrorism strategies, using four comparative historical case studies. It focuses on the impact of counterterrorist measures by introducing the concept of the performative power of counterterrorism : the extent to which governments mobilize public and political support - thereby sometimes even unwittingly assisting terrorists in creating social drama. The concept is applied to counterterrorism in the Netherlands, Italy, the Federal Republic of Germany and the United States in the 1970s. Based on case study research using primary sources and interviews with counterterrorist officials and radicals, a correlation is established between a low level of performative power and a decline of terrorist incidents. This is explored in terms of the link between social drama (as enhanced by counterterrorist measures) and ongoing radicalization processes. The book demonstrates that an increase in visible and intrusive counterterrorist measures does not automatically lead to a more effective form of counterterrorism. In the open democracies of the west, not transforming counterterrorism into a performance of power and repression is at least as important as counterterrorism measures themselves.
