Book Description
The contributions contained herein address the role of the Chinese military in shaping its country's security environment. Of course, the PLA itself is shaped and molded by both domestic and foreign influences. In the first decade of the 21st century, the PLA is not a central actor in China's foreign policy the way it was just a few decades ago. Nevertheless, the significance of the PLA must be understood. The military remains a player that seeks to play a role and influence China's policy towards such countries and regions as the United States, Japan, the Koreas, Southeast Asia, South Asia, and of course, Taiwan. It is important not to overlook that, in times of crisis or conflict, the role and influence of the PLA rise significantly.

The People's Liberation Army and Contingency Planning in China

The People's Liberation Army and Contingency Planning in China PDF Author: Arthur S. Ding

ISBN: 9781797426815

Book Description
All militaries have a responsibility to plan for contingencies, and China's military, the People's Liberation Army (PLA), is no exception. PLA contingency planning takes place primarily within the General Staff Department's (GSD's) First Department, also known as the GSD Operations Department. China's seven military regions participate in drafting and reviewing the plans relevant to their areas of responsibility, albeit under heavy supervision from the GSD. U.S. joint doctrine defines a contingency as "a situation that likely would involve military forces in response to natural and manmade disasters, terrorists, subversives, military operations by foreign powers, or other situations." U.S. doctrine distinguishes between deliberate planning (advance preparation of campaign and contingency plans in non-crisis situations) and crisis action planning (rapid planning in response to a developing incident or situation). Deliberate planning is typically used to develop campaign and contingency plans for a broad range of activities based on requirements identified in strategic guidance for military commanders. Crisis action planning is conducted with less advance warning (hours, days, or up to 12 months) and focuses on developing alternative courses of action or refining existing campaign or contingency plans to adapt to current circumstances. China's Strategic Support Force

China's Strategic Support Force PDF Author: John Costello
Publisher: Createspace Independent Publishing Platform
ISBN: 9781727834604

Languages : en
Pages : 84

Book Description
In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

PLA Influence on China's National Security Policymaking

PLA Influence on China's National Security Policymaking PDF Author: Phillip C. Saunders
Publisher: Stanford University Press
ISBN: 0804796289
Category : Political Science
Languages : en
Pages : 360

Book Description
In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

Chinese Military Diplomacy, 2003-2016

Chinese Military Diplomacy, 2003-2016 PDF Author: Kenneth Allen
Publisher: Createspace Independent Publishing Platform
ISBN: 9781977869654

Languages : en
Pages : 92

Book Description
The international profile of the People's Liberation Army (PLA) has grown significantly over the last half decade, with a notable increase in the frequency and complexity of its activities with partners abroad. As the Chinese military participates in multilateral meetings and engages foreign militaries around the world, it is strengthening diplomatic relations, building the People's Republic of China's (PRC's) soft power, and learning how to deploy and support military forces for longer periods. Several aspects of the PLA's military diplomacy remain relatively understudied. What are the PLA's objectives in conducting military diplomacy? Which partners does the PLA interact with most? What trends are evident in the pace and type of activities the PLA carries out? Which aspects of PLA military diplomacy should concern U.S. policymakers, and which present opportunities? This paper employs a variety of sources to analyze overall trends in the PLA's military diplomacy from approximately 2003 to the end of 2016, and it compares trends during the Hu Jintao era to trends since Xi Jinping became chairman of the Central Military Commission (CMC) in November 2012.

The Role of the Chinese Military in National Security Policymaking

The Role of the Chinese Military in National Security Policymaking PDF Author: Michael D. Swaine

Book Description
China's rise as a major power constitutes one of the most significant strategic events of the post-Cold War period. This development has many policymakers, strategists, and scholars focusing growing attention on the determinants of Chinese behavior in the national security realm. Of particular interest are the behavior and outlook of the Chinese military, viewed by many as an increasingly important player in a host of policy arenas, both domestic and external. The report, the first effort ever to provide a comprehensive picture of the Chinese national security policy process, describes and analyzes the leadership, structures, and interactions governing the formulation and implementation of China's national security strategy and resulting foreign and defense policies, with particular attention to the role of the Chinese military. The report focuses on the military's ties to four subarenas--national strategic objectives, foreign policy, defense policy, and military and civilian research, analysis, and intelligence. The author concludes that under certain conditions future military involvement in each of these subarenas could increase dramatically.
