Hammond, an experienced analyst of bureaucratic politics, adapts and extends that approach to explain and evaluate the Johnson administration’s performance in foreign relations in terms that have implications for the post–Cold War era. The book is structured around three case studies of Johnson’s foreign policy decision making. The first study examines economic and political development. It explores the way Johnson handled the provision of economic and food assistance to India during a crisis in India’s food policies. This analysis provides lessons not only for dealing with African famine in later years but also for assisting Eastern Europe and the former Soviet Union. And there will be one." - George Ball, 1971 - In spite of the advice given to him by his Under Secretary of State, George Ball, United States President Lyndon B. Johnson decided on the 27th July 1965 to push ahead and increase military forces from 75,000 to 125,000 in Vietnam. With this decision, Johnson escalated the American intervention in Vietnam and made what has been seen as the "formal decision for a major war" . The inability and, to an extent unwillingness, to foresee that the conflict was going to be as catastrophic as it turned out to be is what lead Robert McNamara, Secretary of Defence, to say that the Johnson administration's "greatest failure of all was Vietnam." It was not until April 1975 and then under President Gerald Ford that the United States would finally withdraw from Vietnam, following a defeat of the South Vietnamese forces and a reunification of the country under the leadership of Prime Minister Pham Van Dong. With approximately 58,000 American casualties, not to mention the estimated 1,5 million Vietnamese killed, this military intervention continues to be seen as a sore point of American history .

This book presents the reader with a detailed analysis of the U.S. policy toward Cuba that was designed and adopted by the Lyndon B. Johnson administration. Based in governmental and other sources from both the U.S. and Cuba, the book analyzes the changes in the U.S. policy and its political and practical effects. Cuba still had to face a combination of "dirty war" and "passive containment," but during the course of the 1960s, the influence of the "dirty war" policy was weakened due to the failure of the tactics to overthrow the Cuban Revolution by violent means. Instead, the policy was directed towards "passive containment," characterized by its focus on an intensification of the economic blockade, the promotion of diplomatic isolation, and propaganda campaigns and psychological warfare. The book is unique since it is written from a Cuban perspective and it complements and enriches the knowledge of the U.S.-Cuban relationship during the 1960s, and the policy adopted by the Johnson administration.

Schwab examines America's decision to stand in Vietnam with a fresh perspective provided by new archival materials and the intellectual synthesis of institutional, political, and diplomatic history. Vietnam policy is shown at many different levels, from the presidency down to the level of CIA operatives in the field and public opinion specialists on the White House staff. The views of State Department officers, foreign public opinion, editorials in major U.S. newspapers, and the powerful leaders of both Congressional houses reveal an informed and highly conflicted public leadership well before American combat troops were committed in large numbers in the summer of 1965. The study begins with John F. Kennedy's inaugural address in January of 1961 and proceeds to show the decision-making rocess regarding Vietnam and Indochina through the several critical events that led to Johnson's famous press conference speech of 1965. The author contends that responsibility for the war and its tragic consequences should not be placed upon individuals, but rather at the levels of the state, society, and the international system. This view of agency existing at a higher level than the presidency challenges the dominant view of most diplomatic historians and other writers who have focused on the blunders and misperceptions of policy makers.
