The Long Telegram 2.0: A Neo-Kennanite Approach to Russia lays out an original argument for understanding Russia that goes deep into its history, starting with the tri-partite dictum “orthodoxy, autocracy, nationality,” formulated in 1833 by count Sergey Uvarov. The author explores Uvarov’s triad in the context of modern Russia, adding five more traits: exceptionalism, expansionism, historical primordialism, worship of the military, and glorification of suffering. The author argues that, as presently constituted, Russia cannot become a democracy, and, sooner than later, it will disintegrate, replicating the fate of the Soviet Union. The key reasons for these, according to the author, are: weak mechanisms for the transition of power, poorly developed institutions of the state, feeble economy and education, frail ideology, and, most importantly, the lack of a unified national identity. Following this assessment, the author defines a strategy for dealing with Russia, based on a combination of offensive realism and realpolitik, recommending that the West copes with Russia in a more pragmatic manner. The book includes the author’s translation of a unique historical document from the 1860s: a pamphlet calling for the independence of Siberia on the example of the American revolution.

The authors present a new formal framework for finding the long-run competitive market equilibrium through short-run equilibria by exploiting the operating policies and plant valuations. This “short-run approach” develops ideas of Boiteux and Koopmans. Applied to the peak-load pricing of electricity generated by thermal, hydro and pumped-storage plants, it gives a sound and practical method of valuing the fixed assets—in this case, the river flows and the geological sites suitable for reservoirs. Its main mathematical basis is the producer’s short-run profit maximization programme and its dual; their solutions have relatively simple forms that can greatly ease the fixed-point problem of solving for the general equilibrium. Since the optimal values (profit and cost functions) are usually nondifferentiable—this is so when there are joint costs of production such as capacity constraints—nonsmooth calculus is employed to resolve long-standing discrepancies between textbook theory and industrial reality by giving subdifferential extensions of basic results of microeconomics, including the Wong-Viner Envelope Theorem.

Between 1942 and 1975, the U.S. Army conducted tests on human subjects to study the effects of a variety of agents, including chemical warfare agents, biological agents, medications, vaccines, and other substances. The tests investigated the immediate or short-term health effects from acute exposure to understand vulnerabilities to attack. Whether the exposures could have resulted in long-term health consequences to the test subjects has been assessed periodically, and the Army is required to notify subjects of information relating to potential health effects associated with exposure to the test agents. Most recently, a 2016 court injunction directed the Army to provide test subjects with new information about potential long-term health effects associated with their exposures, and to provide medical care if an injury or illness could be attributed to their participation in an Army chemical or biological testing program. In support of the first requirement, the Army contracted a report, Assessment of Potential Long-Term Health Effects on Army Human Test Subjects of Relevant Biological and Chemical Agents, Drugs, Medications and Substances: Literature Review and Analysis (the Report), to determine whether new information published since 2006 should be provided to the veterans. At the request of the Army, the National Academies of Sciences, Engineering, and Medicine formed an ad hoc committee that was tasked with conducting an independent review of the Report. The committee assessed whether the Report appropriately identified potential long-term health effects that could have resulted from test exposures using an adequate weight-of-evidence approach. The general approach for evaluating agent- and outcome-specific associations as outlined in the Army Memorandum was also reviewed. An interim report of its overarching findings and their supporting evidence was prepared in February 2018. This final report provides additional detail about the basis of the committee's findings and recommendations. No new findings or recommendations have been added to this report.

The Uncertainty Principle in Harmonic Analysis (UP) is a classical, yet rapidly developing, area of modern mathematics. Its first significant results and open problems date back to the work of Norbert Wiener, Andrei Kolmogorov, Mark Krein and Arne Beurling. At present, it encompasses a large part of mathematics, from Fourier analysis, frames and completeness problems for various systems of functions to spectral problems for differential operators and canonical systems.
