This guidebook presents a doctrine for conducting effective nation-building operations. It is designed to be an accessible handbook that describes effective policies for rebuilding a nation after -- and, in some cases, during -- a conflict. It is based on historical research into the conduct of such operations by the United States, Europe, the United Nations, and other states and organizations over the past 60 years. The doctrine identifies the most important components of nation-building operations; describes how these components are interrelated; establishes the best practices, size, and costs associated with each component; and draws upon national, international, and nongovernmental sources of expertise and capacity in each of these fields. The doctrine is prescriptive enough to guide specific operations, but adaptable enough to cover diverse and varied situations worldwide. The guidebook is designed to assist the aspiring nation-builder. It also is intended to assist legislators, journalists, and academics in evaluating current or prospective operations of this sort. Postwar multilateral cooperation is often viewed as an attempt to overcome the limitations of the nation-state system. However, in 1945, when the United Nations was founded, large parts of the world were still under imperial control. Building States investigates how the UN tried to manage the dissolution of European empires in the 1950s and 1960s—and helped transform the practice of international development and the meaning of state sovereignty in the process. Eva-Maria Muschik argues that the UN played a key role in the global proliferation and reinvention of the nation-state in the postwar era, as newly independent states came to rely on international assistance. Drawing on previously untapped primary sources, she traces how UN personnel—usually in close consultation with Western officials—sought to manage decolonization peacefully through international development assistance. Examining initiatives in Libya, Somaliland, Bolivia, the Congo, and New York, Muschik shows how the UN pioneered a new understanding and practice of state building, presented as a technical challenge for international experts rather than a political process. UN officials increasingly took on public-policy functions, despite the organization’s mandate not to interfere in the domestic affairs of its member states. These initiatives, Muschik suggests, had lasting effects on international development practice, peacekeeping, and post-conflict territorial administration. This book examines the effectiveness of multilateralism in ensuring collective security and, in particular, the EU's role in this process. In 1992, shortly after the end of the Cold War, a Security Council Summit in New York reaffirmed the salience of the system of collective security and stated the determination of the Heads of State to maintain it as the prime international instrument for preserving peace. Twenty years later, however, the record of collective security as well as of multilateralism has not been very encouraging. Two previous RAND volumes addressed the roles of the United States and the United Nations in nation-building, defined as the use of armed force in the aftermath of a conflict to promote a durable peace and representative government. This volume presents six case studies of recent European-led nation-building missions: Albania, Sierra Leone, Macedonia, Ctte d'Ivoire, the Democratic Republic of the Congo, and Bosnia. It also reviews the Australian assistance mission to the Solomon Islands. Using quantitative and qualitative measures to compare inputs (such military levels, economic assistance and duration) and outcomes (such as levels of security, economic growth, refugee return, and democracy), the analysis concludes that these European-led missions have been competently managed and, within their sometimes quite limited scope, generally successful. Most helped achieve sustained peace, gross domestic product growth, and representative government. The EU has a wide array of civil competencies for nation-building, but it is sometimes slow to deploy them in support of its military operations, particularly when these are conducted far from Europe. The UN offers the most cost-effective means to address most postconflict stabilization requirements and NATO the better framework for large-scale force projection in cases in which the United States is ready to participate. But the EU now offers European governments a viable alternative to both these organizations in cases in which European interests are high, U.S. interests are low, and the UN is, for some reason, unsuitable or unavailable.
