This book investigates the production of public space in contemporary urban contexts as conditioned by the suffusion of urban life with digital technologies. A “social production of technology” approach is taken to frame the digitally-mediated city as a communal social and cultural project. Acknowledging the multivalent and shifting nature of public space and the heterogeneity of the urban actors who form it, the “agency” of these different actors in appropriating digital technologies takes center stage. The dynamics of negotiations between regimes of control and impulses towards freedom and experimentation, the entanglement of the spatial commons and the digital commons, changes in the notions of what constitutes membership in a public or counterpublic, and evolving relationships between the various individuals and groups who share and constitute public space, are all revealed in different actors’ appropriation of digital technologies in the formation of public spaces and the conducting of public life in cities. The book is divided into two sections. Drawing on classic and contemporary scholars on public space, and on digital culture, Section I explores the implications of the convergence of these bodies of knowledge and lenses of critique and examination on the present urban condition, establishing a conceptual foundation upon which public space discourse is brought to bear on an interrogation of the “wired” or “mediated” city. Structured by the core concepts that underlie Hannah Arendt’s notion of agency in the constitution of the public sphere, Section II is devoted to discussing, and demonstrating through myriad concrete examples, how different “affordances” of digital technologies are implicated in the production of public space and in the interplay between urban governance and control, urban life and citizenship, and urban commodification. The International Criminal Court claims authority over Americans for actions that the United States does not define as “crimes.” In short, the Twenty-First Century is witnessing an epic struggle between the forces of global governance and American constitutional democracy. Transnational progressives and transnational pragmatists in the UN, EU, post-modern states of Europe, NGOs, corporations, prominent foundations, and most importantly, in America’s leading elites, seek to establish “global governance.” Further, they understand that in order to achieve global governance, American sovereignty must be subordinated to the “global rule of law.” The U.S. Constitution must incorporate “evolving norms of international law.”Sovereignty or Submissionexamines this process with crystalline clarity and alerts the American public to the danger ahead. Global governance seeks legitimacy not in democracy, but in a partisan interpretation of human rights. It would shift power from democracies (U.S., Israel, India) to post-democratic authorities, such as the judges of the International Criminal Court. Global governance is a new political form (a rival to liberal democracy), that is already a significant actor on the world stage. America faces serious challenges from radical Islam and a rising China. Simultaneously, it faces a third challenge (global governance) that is internal to the democratic world; is non-violent; but nonetheless threatens constitutional self-government. Although it seems unlikely that the utopian goals of the globalists could be fully achieved, if they continue to obtain a wide spread influence over mainstream elite opinion, they could disable and disarm democratic self-government at home and abroad. One of the ironies of the post-Cold War world, in which the power of the United States is without rival, is that the costs of isolationism and ignorance are greater than ever. The temptation to imagine that the rest of the world matters less than before is enticing, as America basks in the triumphant glow of a world in which capitalism and democracy, under the aegis of American leadership, are thought to have vanquished all rivals. Although it is unlikely that Americans will come to pay much attention to the rest of the world anytime soon—except when their citizens are threatened or killed abroad, or when they are persuaded that the threat of foreigners doing harm at home seems real—their failure to do so cripples the ability of the United States to understand a world in which American interests, security, and prosperity are embedded to an unprecedented degree. As Others See Us investigates the causes and consequences of the world’s perceptions of America. It proceeds from the premise that the images, ideas, and information that foreign populations have of the United States and Americans come from a number of sources, most of which are mediated. Some of these sources are American, Hollywood especially. Others are located outside the country, in the media, educational, religious, and political systems through which foreign populations learn about America. Any attempt to understand the "what" and "why" of foreign perceptions of America needs to look closely at these external determinants of how the image and interpretation of the United States is constructed in different societies.
