This edited volume focuses on the links between the ongoing crisis in and around Ukraine, regional diversity, and the reform of decentralization. Why does political decentralization seem reduce intrastate conflict more in some countries than in others? This question constitutes the central focus of Peace by Design. Brancati argues that the ability of decentralization to reduce intrastate conflict hinges on the electoral strength of regional parties. According to Brancati, regional parties tend to promote intrastate conflict by creating regional identities, advocating legislation harmful to other regions and regional minorities, and mobilizing groups to engage in conflict or supporting extremist organizations that do. Brancati also highlights a number of conditions under which regional parties are more likely to promote conflict, such as democratic transitions. Brancati further argues that decentralization increases the strength of regional parties depending on particular features of decentralization (i.e., the proportion of legislative seats a region possesses, the number of regional legislatures in a country, the upper house election procedures, the sequencing of national and regional elections). These features of decentralization vary across countries and are fundamental to explaining why decentralization is not effective in reducing conflict in all countries. Brancati's ultimate conclusion is that decentralization can be effectively designed to promote peace, as long as it is designed to encourage statewide parties to incorporate regional parties into their agendas and to limit the strength of regional parties. The author provides compelling evidence for her argument through three detailed cases studies (e.g., Czechoslovakia, Spain, and India) and a rigorous quantitative analysis in which she introduces a new dataset on constituency-level elections that will prove an invaluable resource for many future studies.

In most regions of the world, federalism (territorial autonomy) is used as a successful institutional means of dispersing political power and accommodating ethnic, religious, and cultural diversity. The Middle East is an exception. Aside from the anomalous case of the U.A.E and Iraq's troubled experiment with federalism, Middle Eastern regimes have largely resisted efforts to decentralize political power. As a result, the norm in the region has been highly centralized, unitary systems that have, more often than not, paved the way for authoritarian rule or played witness to serious internal fragmentation and conflict divided along ethnic or religious lines.Federal Solutions for Fragile States in the Middle East makes an argument for the implementation of federalism in the post-conflict states of the Middle East. The argument operates on two levels: the theoretical and the practical. This book challenges the common perception of authoritarian regimes as incompatible with federalism and decentralization. It examines how the leaders of Russia, Ukraine, and Kazakhstan have managed to exploit federalism and decentralization as useful instruments to help them preserve control, avoid political instability, and to shift blame to the regional authorities in times of crises and policy failures. The authors explain how post-Soviet authoritarian regimes balance the advantages and risks and emphasize the contradictory role of external influences and threats to the institutional design of federalism and decentralization. Advancing our understanding of how the institutions of federalism and decentralization are skillfully constrained, but at the same time used by authoritarian incumbents, they show that federalism and decentralization matter in non-democracies, though the nondemocratic character of the political systems greatly modifies their effects. The authors show the implication of the COVID-19 crisis and current Russian war against Ukraine for the center-regional relations in Russia, Ukraine, and Kazakhstan.
