Book Description
On10 November 2005, the Hon TRH Cole AO RFD QC was appointed Commissioner to conduct an inquiry into and report on whether decisions, actions, conduct or payments by Australian companies mentioned in the Final Report (Manipulation of the Oil-for-Food Programme by the Iraqi Regime) of the Independent Inquiry Committee into the United Nations Oil-for-Food Programme breached any Federal, State or Territory law. The Inquiry was instigated following the expressed wish of the Secretary-General of the United Nations, Mr Kofi Annan, in a statement issued on 27 October 2005 with the release of the Committee's report (the Volcker Report) that 'national authorities will take steps to prevent the recurrence of such practices in the future and that they will take action, where appropriate, against companies falling within their jurisdiction'. This is the Website of the Inquiry (known as the Cole Inquiry). The site includes transcripts and exhibits as well as a link to the online version of the Volcker Report.

Book Description
Despite its good intentions, mismanagement and corruption plagued the UN's Oil-for-Food Program: • More than 2,200 companies paid 1.8 billion in illegal surcharges and kickbacks to the Iraqi regime • The UN Security Council stood by as the Iraqi regime outright smuggled about 8.4 billion of oil during the Program years in violation of UN sanctions • The Iraqi regime steered oil contracts for political advantage by giving rights to buy oil to dozens of global political figures sympathetic to Iraq's goal to loosen or overturn the UN sanctions • The Iraqi regime provided Benon Sevan, the UN's chief administrator of the Program, with rights to buy more than 7 million barrels of oil • UN-related humanitarian agencies collected tens of millions of dollars for costs they never incurred, and some built factories in Iraq that weren't needed or that never worked at all • Even UN Secretary-General Kofi Annan was tainted by it But the whole story has never been told in one place.
