In Why Nations Rise, Manjari Chaterjee Miller answers these questions and shows that some countries rise not just because they develop the military and economic power to do so but because they develop particular narratives about how to become a great power in the style of the great power du jour. For Japan, as one of the victorious allies, World War I meant territorial gains in China and the Pacific. At the end of the war, however, Japan discovered that in modeling itself on imperial Germany since the nineteenth century, it had perhaps been imitating the wrong national example. Japanese policy debates during World War I, particularly the clash between proponents of greater democratization and those who argued for military expansion, thus became part of the ongoing discussion of national identity among Japanese elites. Hard Times in the Hometown tells the story of Kaminoseki, a small town on Japan’s Inland Sea. Once one of the most prosperous ports in the country, Kaminoseki fell into profound economic decline following Japan’s reengagement with the West in the late nineteenth century. Using a recently discovered archive and oral histories collected during his years of research in Kaminoseki, Martin Dusinberre reconstructs the lives of households and townspeople as they tried to make sense of their changing place in the world. In challenging the familiar story of modern Japanese growth, Dusinberre provides important new insights into how ordinary people shaped the development of the modern state. Chapters describe the role of local revolutionaries in the Meiji Restoration of 1868, the ways townspeople grasped opportunities to work overseas in the late nineteenth century, and the impact this pan-Pacific diaspora community had on Kaminoseki during the prewar decades. These histories amplify Dusinberre’s analysis of postwar rural decline—a phenomenon found not only in Japan but throughout the industrialized Western world. His account comes to a climax when, in the 1980s, the town’s councillors request the construction of a nuclear power station, unleashing a storm of protests from within the community. "Investing Japan demonstrates that foreign investment is a vital and misunderstood aspect of Japan’s modern economic development. The drive to become a modern industrial power from the 1860s to the 1930s necessitated the adoption and internalization of foreign knowledge. This goal could only be achieved by working within the overarching financial and technological frameworks of Western capitalism. This book critically examines the influence of International Society on East Asia, and how its attempts to introduce ‘civilization’ to ‘barbarous’ polities contributed to conflict between China and Japan. Challenging existing works that have presented the expansion of (European) International Society as a progressive, linear process, this book contends that imperialism – along with an ideology premised on ‘civilising’ ‘barbarous’ peoples – played a central role in its historic development. Considering how these elements of International Society affected China and Japan’s entry into it, Shogo Suzuki contends that such states envisaged a Janus-faced International Society, which simultaneously aimed for cooperative relations among its ‘civilized’ members and for the introduction of ‘civilization’ towards non-European polities, often by coercive means. By examining the complex process by which China and Japan engaged with this dualism, this book highlights a darker side of China and Japan’s socialization into International Society which previous studies have failed to acknowledge.
