This book brings together a unique blend of researchers, civil society and community activists all working on different aspects of conflict sexual violence on the African continent. The contributions included here offer a detailed reading of the social and political climate within which some patterns of sexual violence unfold, and the increased policy and institutional responses shaping post-conflict environments. Developing a better understanding of the dynamics of violence in post-war states can lead to a more durable peace. The end of one war is frequently the beginning of another because the cessation of conflict produces two new challenges: a contest between the winners and losers over the terms of peace, and a battle within the winning party over the spoils of war. As the victors and the vanquished struggle to establish a new political order, incidents of low-level violence frequently occur and can escalate into an unstable peace or renewed conflict. Michael J. Boyle evaluates the dynamics of post-conflict violence and their consequences in Violence after War. In this systematic comparative study, Boyle analyzes a cross-national dataset of violent acts from 52 post-conflict states and examines, in depth, violence patterns from five recent post-conflict states: Bosnia, Rwanda, Kosovo, East Timor, and Iraq. In each of the case studies, Boyle traces multiple pathways through which violence emerges in post-conflict states and highlights how the fragmentation of combatants, especially rebel groups, produces unexpected and sometimes surprising shifts in the nature, type, and targets of attack. His case studies are based on unpublished data on violent crime, including some from fieldwork in Kosovo, East Timor, and Bosnia, and a thorough review of narrative and witness accounts of the attacks. The case study of Iraq comes from data that Boyle obtained directly from U.S. Central Command, published here for the first time. Violence after War will be essential reading for all those interested in political violence, peacekeeping, and post-conflict reconstruction.

This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

Gender oppression has been a feature of war and conflict throughout human history, yet until fairly recently, little attention was devoted to addressing the consequences of violence and discrimination experienced by women in post-conflict states. Thankfully, that is changing. Today, in a variety of post-conflict settings--the former Yugoslavia, Afghanistan, Colombia, Northern Ireland --international advocates for women's rights have focused bringing issues of sexual violence, discrimination and exclusion into peace-making processes.In On the Frontlines, Fionnuala Ni Aolain, Dina Francesca Haynes, and Naomi Cahn consider such policies in a range of cases and assess the extent to which they have had success in improving women's lives. They argue that there has been too little success, and that this is in part a product of a focus on schematic policies like straightforward political incorporation rather than a broader and deeper attempt to alter the cultures and societies that are at the root of much of the violence and exclusions experienced by women. They contend that this broader approach would not just benefit women, however. Gender mainstreaming and increased gender equality has a direct correlation with state stability and functions to preclude further conflict. If we are to have any success in stabilizing failing states, gender needs to move to fore of our efforts. With this in mind, they examine the efforts of transnational organizations, states and civil society in multiple jurisdictions to place gender at the forefront of all post-conflict processes.
