The Organization of American States (OAS) is the oldest regional organization in the world. It is also the only multilateral organization in the Western Hemisphere of which Canada is a member. The OAS has contributed to many important outcomes in the Americas, particularly with respect to the advancement of hemispheric cooperation, democratic governance, legal norms and human rights. However, it has also grappled with institutional and financial challenges for many years. These long-standing problems are now being further complicated by evolving political dynamics in the region.

Should Canada become a member of the Organization of American States? This is not a new question but it has been revived in active public discussion during recent years....To some extent, the factors which appear to have kept Canada outside of the OAS have had their roots not so much in the specific arguments against Canadian membership, as in deeper historical and philosophical differences between Canada and most other nations in the Western Hemisphere. Moreover, "hemisphere unity" has never been a powerful motivating force acting on Canadian policy. In view of the obvious increase in interest in both Canada and the United States in the question of Canadian membership in the OAS, and in view of the fact that there is little public information and analysis of the pros and cons of this question, the Canadian-American Committee authorized the preparation of this report. We believe that it makes a significant contribution to better understanding of this subject.

In Canada, Latin America, and the New Internationalism Brian Stevenson argues that Canada's foreign policy toward Latin America has been profoundly affected by these three factors and has evolved in response to both changing domestic demands and shifting international circumstances. By analysing a pivotal period in Canada-Latin American relations, he shows us how successive Canadian governments made important initiatives toward closer relationships with Latin America and were also pressured by non-governmental organizations to play a bigger role in the region. Canada's increased role can be seen in official foreign policy commitments, such as the decision to join the Organization of American States, and in policy decisions on political refugees. He explains that while the United States has played a key role in sometimes constraining Canadian foreign policy in the region, it is important to realize that Canadian foreign policy has been steadied by a long-standing tradition of internationalism.
