The H.J. Andrews Experimental Forest is a slice of classic Oregon: due east of Eugene in the Cascade Mountains, the Andrews Forest comprises almost 16,000 acres of the Lookout Creek watershed. The landscape is steep, with hills and deep valleys and cold, fast-running streams. The densely forested landscape includes cedar, hemlock, and moss-draped ancient Douglas fir trees. One of eighty-one USDA experimental forests, the Andrews is administered cooperatively by USFS, OSU, and the Willamette National Forest. While many Oregonians may think of the Andrews simply as a good place for a hike, research conducted there has profoundly reshaped Forest Service management policies and contributed to our understanding of healthy forests. In A Place for Inquiry, A Place for Wonder, William Robbins turns his attention to the long-overlooked Andrews Forest and argues for its importance to environmental science and policy. From its founding in 1948, the experimental forest has been the site of wide-ranging research. Beginning with postwar studies on the conversion of old-growth timber to fast-growing young stands, research at the Andrews shifted in the next few decades to long-term ecosystem investigations that focus on climate, streamflow, water quality, vegetation succession, biogeochemical cycling, and effects of forest management. The Andrews has thus been at the center of a dramatic shift in federal timber practices from industrial, intensive forest management policies to strategies emphasizing biodiversity and healthy ecosystems.

Desires to improve forest management and productivity, preserve biodiversity, maintain ecologic integrity, and provide societal services, such as recreation and tourism, necessitate a strong forestry-research base. Given the clear importance of forestry research in sustaining forests for the future, the U.S. Department of Agriculture (USDA) Forest Service asked the Board on Agriculture and Natural Resources of the National Academies to undertake a study of the nation's capacity in forestry research. The Committee on National Capacity in Forestry Research was appointed to carry out the study, which was conducted to review the current expertise and status of forestry research and to examine the approaches of natural resources education and forestry-research organizations to meet future needs.

S2The Fernow Experimental Forest, a 3,640 acre tract on the Monongahela National Forest, was set aside for the use of this research unit as an outdoor laboratory for studies in managing mountainous forest land. The forest stands here are mixtures of old-growth and second-growth hardwoods dating from around 1905, when heavy cuttings were made. In topography, history of cutting, climate, and variety of species the Fernow Forest is representative of much of the timberland in West Virginia and adjacent states. Though the Fernow Forest has been the main locale of the research program, other studies have been made in other parts of West Virginia, in western Maryland, and in southwestern Pennsylvania. A number of study areas are located on the Monongahela National Forest. And in 1957 an agreement was made to cooperate in forest research with the Union Carbide-Olefins Company on their land near Charleston, West Virginia. Studies are now under way there on a 2,500-acre area known as the Blue Creek Experimental Forest. The program of research at Elkins is concerned primarily with multiple use of forest land. It stresses integrated management studies aimed toward finding practical solutions to problems of managing the timber, water, and game resources of this area. Results from these studies should provide bases for judging compatibility of uses and determining use priorities. The pages to follow present an overall view of the Elkins research program and highlight the more significant results.S3.
