The failure of command central planning in the twentieth century has led to a general disillusionment within the socialist movement worldwide. Some alternatives to capitalism have been proposed since the end of the Cold War, but none has offered an alternative form of economic calculation. This book explains how modern information technology may be used to implement a new method of economic calculation that could bring an end to capitalism and make socialism possible. In this book, the author critically examines a number of socialist proposals that have been put forward since the end of the Cold War. It is shown that although these proposals have many merits, their inability effectively to incorporate the benefits of information technology into their models has limited their ability to solve the problem of socialist construction. The final section of the book proposes an entirely new model of socialist development, based on a "needs profile" that makes it possible to convert the needs of large numbers of people into data that can be used as a guide for resource allocation. This analysis makes it possible to rethink and carefully specify the conditions necessary for the abolition of capital and consequently the requirements for socialist revolution and, ultimately, communist society. Heralded by Soviet propaganda as the “Path to the Future,” the Baikal-Amur Mainline Railway (BAM) represented the hopes and dreams of Brezhnev and the Communist Party elite of the late Soviet era. Begun in 1974, and spanning approximately 2,000 miles after twenty-nine years of halting construction, the BAM project was intended to showcase the national unity, determination, skill, technology, and industrial might that Soviet socialism claimed to embody. More pragmatically, the Soviet leadership envisioned the BAM railway as a trade route to the Pacific, where markets for Soviet timber and petroleum would open up, and as an engine for the development of Siberia. Despite these aspirations and the massive commitment of economic resources on its behalf, BAM proved to be a boondoggle-a symbol of late communism's dysfunctionality-and a cruel joke to many ordinary Soviet citizens. In reality, BAM was woefully bereft of quality materials and construction, and victimized by poor planning and an inferior workforce. Today, the railway is fully complete, but remains a symbol of the profligate spending and inefficiency that characterized the Brezhnev years. In Brezhnev's Folly, Christopher J. Ward provides a groundbreaking social history of the BAM railway project. Following a decade of U.S. bombing campaigns that obliterated northern Vietnam, East Germany helped Vietnam rebuild in an act of socialist solidarity. In Building Socialism Christina Schwenkel examines the utopian visions of an expert group of Vietnamese and East German urban planners who sought to transform the devastated industrial town of Vinh into a model socialist city. Drawing on archival and ethnographic research in Vietnam and Germany with architects, engineers, construction workers, and tenants in Vinh’s mass housing complex, Schwenkel explores the material and affective dimensions of urban possibility and the quick fall of Vinh’s new built environment into unplanned obsolescence. She analyzes the tensions between aspirational infrastructure and postwar uncertainty to show how design models and practices that circulated between the socialist North and the decolonizing South underwent significant modification to accommodate alternative cultural logics and ideas about urban futurity. By documenting the building of Vietnam’s first planned city and its aftermath of decay and repurposing, Schwenkel argues that underlying the ambivalent and often unpredictable responses to modernist architectural forms were anxieties about modernity and the future of socialism itself.

The devastation of World War II left the Yugoslavian capital of Belgrade in ruins. Communist Party leader Josip Broz Tito saw this as a golden opportunity to recreate the city through his own vision of socialism. In Designing Tito’s Capital, Brigitte Le Normand analyzes the unprecedented planning process called for by the new leader, and the determination of planners to create an urban environment that would benefit all citizens. Led first by architect Nikola Dobrovic and later by Miloš Somborski, planners blended the predominant school of European modernism and the socialist principles of efficient construction and space usage to produce a model for housing, green space, and working environments for the masses. A major influence was modernist Le Corbusier and his Athens Charter published in 1943, which called for the total reconstruction of European cities, transforming them into compact and verdant vertical cities unfettered by slumlords, private interests, and traffic congestion. As Yugoslavia transitioned toward self-management and market socialism, the functionalist district of New Belgrade and its modern living were lauded as the model city of socialist man. The glow of the utopian ideal would fade by the 1960s, when market socialism had raised expectations for living standards and the government was eager for inhabitants to finance their own housing. By 1972, a new master plan emerged under Aleksandar Ðordevic, fashioned with the assistance of American experts. Espousing current theories about systems and rational process planning and using cutting edge computer technology, the new plan left behind the dream for a functionalist Belgrade and instead focused on managing growth trends. While the public resisted aspects of the new planning approach that seemed contrary to socialist values, it embraced the idea of a decentralized city connected by mass transit. Through extensive archival research and personal interviews with participants in the planning process, Le Normand’s comprehensive study documents the evolution of ‘New Belgrade’ and its adoption and ultimate rejection of modernist principles, while also situating it within larger continental and global contexts of politics, economics, and urban planning.

Spatial Revolution is the first comparative parallel study of Soviet architecture and planning to create a narrative arc across a vast geography. The narrative binds together three critical industrial-residential projects in Baku, Magnitogorsk, and Kharkiv, built during the first fifteen years of the Soviet project and followed attentively worldwide after the collapse of capitalist markets in 1929. Among the revelations provided by Christina E. Crawford is the degree to which outside experts participated in the construction of the Soviet industrial complex, while facing difficult topographies, near-impossible deadlines, and inchoate theories of socialist space-making. Crawford describes how early Soviet architecture and planning activities were kinetic and negotiated and how questions about the proper distribution of people and industry under socialism were posed and refined through the construction of brick and mortar, steel and concrete projects, living laboratories that tested alternative spatial models. As a result, Spatial Revolution answers important questions of how the first Soviet industrialization drive was a catalyst for construction of thousands of new enterprises on remote sites across the Eurasian continent, an effort that spread to far-flung sites in other socialist states—and capitalist welfare states—for decades to follow.
