How cities in remote frontier areas might cope with what for them might appear to be a devastating challenge is the subject of this book. Our concern is with frontier cities in particular. In our earlier study, Frontiers in Regional Development (Rowman and Littlefield, 1996), we examined the distinction between frontiers and peripheries. The terms are often used interchangeably, but we believe that in fact, both in scholarly works and in popular usage, very different connotations are conveyed by these concepts. Frontiers evoke a strong positive image, of sparsely settled territories, offering challenges, adventure, unspoiled natural land scapes, and a different, and for many an attractive life style. Frontiers are lands of opportunity. Peripheries conjure up negative images, of inaccessibility, inadequate services and political and economic marginality. They are places to escape from, rather than frontiers, which is were people escape to. Peripheries are places of and for losers.

Despite the fact that the rural commuter belts of cities are major loci of population change, economic growth and dynamic social change within city regions, most research tends to ignore this area while focusing on the built-up city core. However, with the current emphasis on the role of rural areas in policy debates, it is vital to recognize the importance of the 'commuter belt'. By comparing four major European cities (in England, France, Germany and Spain), this book offers the first comparative investigation of the dynamism of city rural hinterlands. It assesses whether rural areas will become effectively integrated into quality of life improvements as a result of their inter-dependencies with cities, focusing on the critical arenas of employment change, housing and service provision. The last two decades have been marked by intense and accelerated economic, political, and cultural processes that have affected urban spaces. These changes have occurred in different parts of cities (traditional centers, edges, peripheries) and at different levels of the urban system (large and medium-sized cities and in their respective areas of influence). Possibly the clearest expression of the spatial effects on cities can be perceived in their morphological transformations, their territorial dimensions, or in their social problems. Until 2008, urban–territorial processes were a reflection of the logic and inconsistencies of an expansive economic context and of a structural context that favored the development of cities through concurrent processes and actors. As a result, the built land and amount of urbanized and built surfaces increased, together with processes of the expansion and modernization of cities. Since 2008, the expansive economic cycle has ended, and there have been diverse negative consequences. Notably, the construction sector has come to an abrupt halt. Access to credit has also been reduced, and unemployment has increased. The economic recession has caused sociodemographic and socioeconomic issues exemplified by housing vulnerability, with dispossession, evictions, a shortage of social housing, and energy poverty.

The analytical approaches to studying the region are diverse and evolve as research products appear, as a result of modern systems for collecting, processing and integrating information from the various disciplines. Studies based on political and administrative boundaries, very common in the nineteenth century, move towards the positivist approaches of the twentieth century based on the distribution and organization of demographic and economic factors. Afterwards, the population and its social conditions in terms of infrastructure, economic level and social status are the main object of studies on the regions. The conceptualization of these approaches to study the region enters into crisis with the most recent trends of globalization on industrial and urban geographies (Veltz, 1996; 2008), more visible since the eighties in the last century. The city expands until it overflows into areas without political administrative jurisdiction, giving rise to an urban-rural territorial continuum due to population flows seeking residence, employment, or flows of goods and services. In addition, new territorial identities are built because of ethnic-racial and cultural diversity, and companies are offered new territories to relocate in the midst of this territorial continuum. The rural space is transformed into a new structure and dynamic of economic, social and urban occupation, without necessarily disappearing territories of peasant character in the margins of the region, though they are more articulated to the urban dynamics of the region.

Much of the produce that Americans eat is grown in the Mexican state of Baja California, the site of a multibillion-dollar export agricultural boom that has generated jobs and purportedly reduced poverty and labor migration to the United States. But how has this growth affected those living in Baja? Based on a decade of ethnographic fieldwork, Made in Baja examines the unforeseen consequences for residents in the region of San Quintín. The ramifications include the tripling of the region’s population, mushrooming precarious colonia communities lacking basic infrastructure and services, and turbulent struggles for labor, civic, and political rights. Anthropologist Christian Zlolniski reveals the outcomes of growers structuring the industry around an insatiable demand for fresh fruits and vegetables.
