Excerpt from Minnesota School Library List: Books for Elementary and Rural Schools 1915-1916 Library board. The State High School Board shall from time to time prepare and amend a list of books suitable for school libraries, including dictionaries and other books of reference, histories and works of biography, literature, political economy, agriculture, travel and science. (1424 as amended by Chap. 563, G. L. 1913.) State library aid. Upon receiving from any district a certified statement, approved by the county superintendent showing the purchase of books specified and included in the list prepared under the foregoing section, the appointment of a librarian for each library, and the making of proper provisions for the care thereof and for the free distribution of books suitable for distribution, the state superintendent shall furnish such district a requisition on the state auditor for one-half the purchase price, not exceeding twenty dollars for the first year's purchase and ten dollars for any subsequent year for each separate school for which a library is so furnished. Combining with public library. Provided, first, that any school board may agree with the board of any approved public library for a specified period to become a branch of said public library and to receive therefrom library books suited to the needs of the pupils in the school and for the community. In the event of such agreement between the school board and the public library board, such school board may turn over the books of the school library other than those needed for reference in the school, to the public library and shall in case of such agreement annually pay to such public library, the sum to be expended by the school district for the purchase of library books, and any slate library aid to which such school district is entitled. All books purchased by such public library from funds provided by district or state library aid shall be selected from the state list for school libraries. Any public library making agreement with school districts for library service as herein provided shall first be approved by the superintendent and the secretary of the public library commission, who shall make suitable rules governing relationship between school libraries and each public library co-operating under the provisions of this act. (1425 as amended by chap. 563, G. L. 1913.) This act shall take effect and be in force on and after the first day of September, 1913. Excerpt from Public School Libraries for All the Grades: Including a Special Library for High Schools and a Reference Library for Teachers of English The University of Oregon has books in its library, an annual fund of $400 from the Henry Villard gift, besides special appropriations from its general fund and it is one of the four hundred and eighty-one repos itories of the government. Its library is constantly growing but it has great need of more books. It wants a library building well filled with books to enrich the learning, culture, and, character of the state. More than books it wants students from all the counties who have learned to know well and thoroughly a few masterpieces of English and American literature; who have formed a habit of reading; who hunger and thirst after good books; who by dwelling with great authors and meditating upon their thoughts shall become a power in this commonwealth. A desire to aid in bringing about all these results prompted the prepara tion of this pamphlet; also a desire to cooperate with the State Board of Education and County and City Superintendents in the work they have been doing for many years. It was thought that it would be of interest and value to present books for grades accompanied by the names of one or two cities where they had been tested and approved. It was also thought that the names of authors, publishers, and prices would bring be fore the young teachers in the school districts, the boys and girls, and the homes, another source of information about books and added encourage ment to send for them for home and school libraries. It was also hoped that teachers well informed about books and publishers might often, in the crowd of work, find the information planned of immediate and practical value. With these hopes and desires in mind, something over three years ago the Department of Rhetoric and English Literature began to correspond with State Boards of Education, Superintendents of Instruction, Principals of High Schools, teachers of English in public schools, and librarians throughout our country, and also with publishers, about lists of books that had been found by experience to be well adapted to children of different grades and about libraries for grammar grades and high schools. Gener ous responses came from New York to San Francisco in letters of infor mation, lists compiled by the government, catalogues, courses of study, public school libraries, and township libraries. Excerpt from List of Library Books Recommended by the State Board of Education of the State of California, 1892 Section 1521, Subdivision 4, makes it the duty of the State Board of Education "to recommend a list of books and apparatus for district school libraries." The power of the State Board in regard to this is simply recommendatory. The fact that books or apparatus are recommended by the State Board does not authorize Trustees or Boards of Education to purchase such books or apparatus. Only such books and apparatus as have been adopted by the County or City Boards of Education can be purchased. Section 1521, Subdivision 12, provides that the Superintendent of Schools in the several counties must draw his warrant in favor of the publishers of the official journal designated by the State Board of Education for a sum not exceeding$1 50 for each district for each school year. It also provides that the Clerk of every Board of Trustees, and the Secretary of every Board of Education, to which officers the official journal is to be sent, shall place the same in the library of the district on or before the end of the month in which it is published. Section 1650, Subdivision 3, provides for the same thing; and also makes it the duty of these officers to notify the publishers immediately in case of failure to receive the journal regularly. Every district should have in its library a full file of the copies of the official journal. At the expiration of each year the Clerk or Secretary of the Boards of Trustees or Education should have the copies for the year substantially bound; the expense incident to the binding can be defrayed by drawing upon the Library Fund of the district. The attention of Superintendents, Trustees, and teachers is particularly called to the following sections of the school laws, and the accompanying notes: 1712. The Board of Trustees and City Board of Education must expend the Library Fund, together with such moneys as may be added thereto by donation, in the purchase of school apparatus and books for a school library, including books for supplementary work, and no warrant shall be drawn by the Superintendent of Schools upon the order of any Board of Trustees against the Library Fund of any district unless such order is accompanied by an itemized bill, showing the books and apparatus, and the price of each, in payment of which the order is drawn, and unless such books and apparatus have been adopted by the County or City Board of Education.
