To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy's defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy's operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.

This Annual Report of the Department of Defense (DOD) Chemical and Biological Defense Program (CBDP) provides information in response to several reporting requirements. First, this report is provided in accordance with 50 U.S. Code Section 1523. (The complete reporting requirement is detailed at Annex L) This report is intended to assess: (1) the overall readiness of the Armed Forces to fight in a chemical biological (CB) warfare environment and steps taken and planned to be taken to improve such readiness; and, (2) requirements for the chemical and biological warfare defense program, including requirements for training, detection, and protective equipment, for medical prophylaxis, and for treatment of casualties resulting from use of chemical and biological weapons. The CBDP provides an integrated collection of chemical and biological defense systems to U.S. forces. The overall readiness of U.S. forces is dependent on many factors. One key factor is the availability of equipment. Chapter 2 summarizes equipment requirements and the status of research, development, test and evaluation (RDT & E) and acquisition efforts across all capability areas. Chapter 3 details the logistics status of CB defense systems. The overall logistical readiness status of the Department's CB defense equipment has improved slightly. Several factors have had an adverse effect on the overall DOD readiness and sustainment status: increased demands by the Services for some CB defense equipment; the increased overall Service requirements in order to support operations in Iraq and Afghanistan; the reorganization and the approved strength increase of the Army; and equipment modernization efforts in all of the Services. Another key factor in overall readiness is the education, training, and exercises conducted by U.S. forces to remain prepared for chemical and biological threats. Education, training, and exercises are detailed in Chapter.

The acquisition and modernization of chemical warfare (CW) capabilities by slate and non-state actors, coupled with the vulnerability of ships restricted in maneuverability to chemical weapons attacks, makes CW defense an increased priority for the U.S. Navy. Adversaries may be deterred from using chemical weapons against naval forces if the U.S. Navy demonstrates that it can continue operations under CW conditions. In order to conduct a psychological operations campaign that will achieve the desired result, naval forces must be prepared to conduct operations in CW environments while simultaneously protecting personnel from the effects of chemical weapons. This thesis applies the principles of chemical defense outlined in Joint Publication 3-11 contamination avoidance, protection, and decontamination to requirements for naval operations. It then compares the current doctrine, training, organization, and equipment of the U.S. Navy to the requirements generated by the Department of Defense. This thesis argues that the ability of the U.S. Navy to conduct military operations in CW environments could be improved through expanded operational doctrine, a reorganization of shipboard roles for CW defense, integrated and realistic unit training, and additional procurement of collective protection systems. Implementation of these modest recommendations can dramatically increase the CW preparedness of the U.S. Navy.
