This report suggests that recognition of violence against women as a health issue, as well as the central involvement and contribution of the health sector, is critical to bringing about change in order to eliminate violence. Evidence is cited regarding the use of health services by abused women and their desire for services to respond to their full range of needs, not those just directly related to abuse. A brief historical overview shows the evolution of the responses to women abuse across Canada, from a primary emphasis on treatment and intervention in the 1970s to a health promotion emphasis in recent years. The report then examines violence against women in the context of two approaches: one considering all conditions that contribute to health (a population health model) and another that looks at violence prevention as a critical issue for promoting health (a health promotion model). Some 30 projects funded by Health Canada are analyzed to explore what has been learned and what tools are available to meet current challenges.
