The Islamic Republic of Iran came into being in 1979, the result of a radical revolution that overhauled not only the foundations of Iranian society, religion and politics, but also our understanding of the role of religion in modern government. Here Behrooz Ghamari-Tabrizi takes us on an enlightening journey, showing that contrary to widespread assumptions the Iranian revolution opened up the public sphere to competing interpretations of Islam, with profound consequences for the nature of democratic reform. Ghamari-Tabrizi sheds new light on the contingencies within which the new regime evolved, and traces the steps by which the clerical establishment sought to consolidate power during the immediate postrevolutionary period. Contrary to the received view, he argues that the ruling class failed to institute a theocratic regime, and, more significantly, unintentionally established the grounds for civic challenges to government policies underwritten by official interpretations of Islam. This book, which is based on primary and secondary textual sources as well as personal field work and personal interviews, highlights the ongoing contribution of the new middle class in the making of modern Iran. It studies the main causes of their discontent against secular modernizing states, and the reasons behind the failure of secular politics under the Pahlavis; and emphasizes the revival of secular ideas and politics in post-revolutionary Iran. Despite the contribution of the secular new middle class in introducing modern ideas and demands, and their salient role in opposition politics throughout twentieth century Iran they failed to gain the leadership of the 1979 revolution. The result was the defeat of secular ideologies by a modernized and radicalized Shi'ite doctrine. The book examines significant social, cultural, and political outcomes of the revolution, arguing that the failure of political Islam to respond to societal demands has led to the revitalization of debates on Western modernity. With the ratification of a new constitution in December 1906, Iran embarked on a great movement of systemic and institutional change which, along with the introduction of new ideas, was to be one of the most abiding legacies of the first Iranian revolution - known as the Constitutional Revolution. This uprising was significant not only for introducing secular understandings of government, but also Islamic visions of what could constitute a national assembly. The events of the Constitutional Revolution in Tehran have been much discussed, but the provinces, despite their crucial role in the revolution, have received less attention. Here, Vanessa Martin seeks to redress this imbalance. She does so by firstly analysing the role of the Islamic debate in the late nineteenth and early twentieth centuries, and its relationship with secular ideas, and secondly by examining the ramifications of this debate in the main cities of Tabriz, Shiraz, Isfahan and Bushehr. When Muzaffar al-Din Shah came to power in 1896, on the assassination of his father Nasr al-Din Shah, Iran was in the midst of social and political upheaval, which culminated in the creation for the first time in Iran's history of a constitution and a new majlis (consultative assembly). In this book, Martin looks in particular at the idea of modern Islamic government as it was conceptualized at the time; an idea which had been emerging for some time before the revolution, having its origins in the vision of the reformist pan-Islamist, Jamal al-Din al-Afghani. She therefore traces the evolution of the debate around whether Iran was to be a secular or an Islamic society, or a combination of the two, together with the implications of this discourse in terms of popular perception and public opinion. By looking at the revolution outside of Tehran, she highlights the intra-elite rivalries, and the Islamic response to the Constitutional Revolution, from the moderate views of Thiqat al-Islam to the emergence of Islamic organizations and militancy. "Fundamentalism" and "authoritarian secularism" are commonly perceived as the two mutually exclusive paradigms available to Muslim majority countries. Recent political developments, however, have challenged this perception. Formerly associated with a fundamentalist outlook, mainstream Islamist groups, such as the Muslim Brotherhood and Al-Nahda, have adopted a distinctly secular-democratic approach to the state re-building process. Their success or failure in transitioning to democracy remains to be seen, but the political position these Islamic groups have carved out suggests the viability of a third way. Naser Ghobadzadeh examines the case of Iran, which has a unique history with respect to the relationship of religion and politics. The country has been subject to both authoritarian secularization and authoritarian Islamization over the last nine decades. While politico-religious discourse in Iran is articulated in response to the Islamic state, it also bears the scars of Iran's history of authoritarian secularization-the legacy of the Pahlavi regime. Ghobadzadeh conceptualizes this politico-religious discourse as "religious secularity". He uses this apparent oxymoron to describe the Islamic quest for a democratic secular state, and he demonstrates how this concept encapsulates the complex characteristics of the Shiite religious reformation movement.
