Rangelands are large natural landscapes that can include grasslands, shrublands, savannahs and woodlands. They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. These provide contrasting lessons which are summarised to promote improved governance of rangelands and pastoralist livelihoods.

Issues like clearcutting, wilderness preservation, and economic development have dominated debates over public lands for years, yet we seem no closer to resolving these matters than we ever were. Martin Nie now looks at why there continues to be so much conflict about public lands and resource management-and how we can break through these impasses. Showing that such conflicts have been driven by interrelated factors ranging from scarcity to mistrust and politics, he charts the present status and future prospects of public lands management in America. Nie looks closely at two of today's most intractable conflicts: the designation of U.S. Forest Service roadless areas and management of the Tongass National Forest in Alaska. He uses these cases to investigate more inclusive issues about governing federal lands in the West, such as the contested use of science and litigation, lengthy planning processes, and controversial practices of Congress and the president in managing environmental disputes. Along the way, he addresses such other conflict areas as snowmobiles in Yellowstone, bear and wolf protection, fire and forest health, drilling in Montana's Rocky Mountain Front, and federal grazing policy. Nie emphasizes the complicated and often contentious interaction between the branches of the federal government as a major factor in misunderstandings. He particularly cites the problem of vague statutory language, which tells our public land agencies little about what they should be doing but lots about how they should be doing it. Sustainable Life on Land, the fifteenth UN Sustainable Development Goal (SDG 15), calls for the protection, restoration and promotion of the sustainable use of terrestrial ecosystems. The importance of good land governance to strengthen women s land rights, facilitate land-related investment, transfer land to better uses, use it as collateral, and allow effective decentralization through collection of property taxes has long been recognized. The challenges posed by recent global developments, especially urbanization, increased and more volatile food prices, and climate change have raised the profile of land and the need for countries to have appropriate land policies. However, efforts to improve country-level land governance are often frustrated by technical complexities, institutional fragmentation, vested interests, and lack of a shared vision on how to move towards good land governance and measure progress in concrete settings. Recent initiatives have recognized the important challenges this raises and the need for partners to act in a collaborative and coordinated fashion to address them. The breadth and depth of the papers included in this volume, all of which were presented at the World Bank s Annual Conference on Land Policy and Administration, illustrate the benefits from such collaboration. They are indicative not only of the diversity of issues related to land governance but, more importantly, highlight that, even though the topic is complex and politically challenging, there is a wealth of promising new approaches to improving land governance through innovative technologies, country-wide policy dialogue, and legal and administrative reforms. The publication is based on an on-going partnership between the World Bank, the International Federation of Surveyors, the Global Land Tool Network and the United Nations Food and Agriculture Organization provide tools that can help to address land governance in practice and at scale.
