Excerpt from A Handbook of Local Government in Ireland: Containing an Explanatory Introduction to the Local Government (Ireland) Act, 1898; Together With the d104 of the Act, the Orders in Council, and the Rules Made Thereunder Relating to County Council, Rural District Council, and Guardians' Elections, With The following pages contain the text of the Local Government (Ireland) Act of last year, and of the Orders made under it by the Lord Lieutenant in Council, and by the Local Government Board (the Grand Jury Order excepted), together with an Introduction in which I have endeavoured to present, within a moderate compass, a connected view of the new system of local self-government established by those enactments. The principle I have followed in the Introduction, is that of bringing together, under appropriate heads, all the chief provisions relating to each subject dealt with, whether they are to be found in the Act itself, in the Orders, or in the Rules. In this way, it is hoped, and by the aid of the Index, the reader will be enabled to find, without much trouble or delay, any of those provisions of which he may be in search. In every case in which it seemed necessary I have given the authority for the statements made. I have to express my grateful acknowledgments to Mr. G. A. Mahon, of the Local Government Board, for the courtesy with which he has several times allowed me to avail myself of his wide and accurate knowledge of the new, as well as of the old, system of Local Government in Ireland, and for many valuable suggestions.
