The agriculture sector is key for economic and social development, but the sector’s potential has not received enough attention from policy makers and stakeholders in the Middle East and North Africa (MENA) region. Political transitions, instability, and the resulting refugee crisis have shifted focus away from other pressing development challenges, including slow progress in economic diversification, high unemployment, and persistent high food insecurity and rural poverty. Despite its small contribution to GDP, agriculture is strategic for sustainable development in the MENA countries. Agriculture, for example, is central to achieve food and water security in a region characterized as one of the most food insecure and water scarce in the world. The sector’s role in employment is also central, given the region’s high structural unemployment. However, it will not be possible for MENA countries to develop agriculture without a pathway to structural economic transformation. The region has already started the process of transformation but longstanding challenges remain. This report aims to examine the drivers, constraints, and social implications of agricultural development in MENA and to explore possible cornerstones for new and sustainable development strategies in the context of economic transformation. More specifically, the report provides answers to the following questions: • What development strategies and policies did governments in MENA put in place over the past three decades and how did they affect the performance of agriculture? • How did the structural characteristics of the MENA countries affect agricultural development and the economic transformation process in the region? • What did we learn from the past performance of agriculture? The State Agricultural Experiment Stations have played a fundamental role in the development of science and agriculture in the United States. From their inception in 1887, the experiment stations have attempted to wed basic research with practical application and have helped institutionalize a utilitarian approach to agricultural science. Agricultural research and the new technology it helped to generate were major factors in the transformation of U.S. agriculture into a high technology, mechanized, science-based industry. Moreover, the experiment stations, as the first large-scale, publicly supported scientific research institutions in the United States, have also long been models for scientific institutions both here and abroad. Compiled for the 1987 centennial of the State Agricultural Experiment Stations, this volume critically examines past performance, current issues, and future directions for public agricultural research in the United States. Public pressure and societal changes induce interventions and policies, which aim to transform agriculture and food provision. This book shows that for upscaling novel practices and organizational models it is important to include meso-level regime aspects in analysis and practice. The argument presented is that our understanding of the human and social dimensions of transformation processes can be enriched by anchoring practice and policy in social theory. A focus on transitions offers a clear view on the direction and velocity of change. This publication aims to complement this by highlighting theoretical insights in the social or institutional mechanisms enabling or hindering change. Essays on a selection of theorists, varying from idealist or materialist accounts, to actor or system approaches, examine what the presented explanatory framework on social change offers in terms of guidance for intervention and action. The value of these theoretical insights is further explored in a selection of case studies in agriculture and food: rural reconstruction in horticulture and livestock, seed supply systems, and pest control. To lift and keep millions out of poverty requires that smallholder agriculture be productive and profitable in the developing world. Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.
