Zahid Shahab Ahmed evaluates the progress of the South Asian Association for Regional Cooperation (SAARC). This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. Myron Weiner's study of the relationship between internal migration and ethnic conflict in India is exceptional for two reasons: it focuses on intercultural and interstate migration throughout the nation, rather than on merely local or provincial phenomena, and it examines both the social and the political consequences of India's interethnic migrations. Professor Weiner examines selected regions of India in which migrants dominate the modern sector of the economy. He describes the forces that lead individual Indian citizens to move from one linguistic-cultural region to another in search of better opportunities, and he attempts to explain their emergence at the top of the occupational hierarchy. In addition, the author provides an account of the ways in which the indigenous ethnic groups ("sons of the soil") attempt to use political power to overcome their fears of economic defeat and cultural subordination by the more enterprising, more highly skilled, better educated migrants.
