The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

The Forest Carbon Partnership Facility (FCPF) of the World Bank has been supporting the Federal Government of Nigeria (FGN) to develop its REDD+ readiness mechanism and part of the funds were allocated to undertake a “low intensity” forest carbon inventory in Nigeria within the Technical Assistance (TA) Agreement (UTF/NIR/066/NIR) which was signed between the Government and the Food and Agriculture Organization of the United Nations (FAO). An inventory design was developed, including a field operations manual, and field training was carried out to build the capacity of technical forestry staff on field data collection, database development, and data analysis. The sampling design used was a stratified random cluster sampling, using the main ecological zones as strata. The sampling unit was a cluster composed of three square nested plots of 35 m x 35 m; placed in an L-shape arrangement at 100 m apart.

Forest inventories throughout the world have evolved gradually over time. The content as well as the concepts and de?nitions employed are constantly adapted to the users’ needs. Advanced inventory systems have been established in many countries within Europe, as well as outside Europe, as a result of development work spanning several decades, in some cases more than 100 years. With continuously increasing international agreements and commitments, the need for information has also grown drastically, and reporting requests have become more frequent and the content of the reports wider. Some of the agreements made at the international level have direct impacts on national economies and international decisions, e. g. , the Kyoto Protocol. Thus it is of utmost importance that the forest information supplied is collected and analysed using sound scienti?c principles and that the information from different countries is comparable. European National Forest Inventory (NFI) teams gathered in Vienna in 2003 to discuss the new challenges and the measures needed to get data users to take full advantage of existing NFIs. As a result, the European National Forest Inventory Network (ENFIN), a network of NFIs, was established. The ENFIN members decided to apply for funding for meetings and collaborative activities. COST– European Cooperation in Science and Technology - provided the necessary ?n- cial means for the realization of the program.
