From 2000 to 2015 the Millennium Development Goals (MDGs) mobilized external aid to finance life-changing services in the global South. However, in doing so, the organization failed to meet the challenges often associated with human rights initiatives, which are to make underprivileged communities independently prosperous, equitable, and sustainable. In Global Development and Human Rights, Paul Nelson assesses the current thirty-year effort to make transformative changes in the global South by exploring how this disconnect from human rights weakened the MDGs reputation as a successful aid organization. The chapters in this volume are based on the papers that were presented at the Calcutta seminar organized in March 1992 by the ILA Committee on Lehal Aspects of a New International Economic Order (NIEO). This book addresses how sexual practices and identities are imagined and regulated through development discourses and within institutions of global governance. The underlying premise of this volume is that the global development industry plays a central role in constructing people’s sexual lives, access to citizenship, and struggles for livelihood. Despite the industry’s persistent insistence on viewing sexuality as basically outside the realm of economic modernization and anti-poverty programs, this volume brings to the fore heterosexual bias within macroeconomic and human rights development frameworks. The work fills an important gap in understanding how people’s intimate lives are governed through heteronormative policies which typically assume that the family is based on blood or property ties rather than on alternative forms of kinship. By placing heteronormativity at the center of analysis, this anthology thus provides a much-needed discussion about the development industry’s role in pathologizing sexual deviance yet also, more recently, in helping make visible a sexual rights agenda. The UN now aims to mainstream the right into its policies and operational activities, and is reviewing prospects for an internationally-binding legal instrument. The evolution of the right to development, however, has been dominated by debates about its conceptual validity and practical ramifications. It has been hailed as the cornerstone of the entire human rights system and criticized as a distracting ideological initiative. Questions also persist about the role of the right in reforming the international economic order. This book examines the legal and moral foundations of the right to development, addressing the major issues. It then considers the right to development in the global economy, noting the challenges of globalization and identifying key principles such as differential treatment of developing countries, participation and accountability. It relates the right to broad objectives such as the Millennium Development Goals, the human rights-based approach to development, and environmental sustainability.
