The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. The food systems concept has attracted a considerable amount of attention as it provides an opportunity to better understand and represent the array of factors that explain food security in a comprehensive and holistic manner. The value-added proposition of food systems resilience is that the ability to respond to shocks and stressors may be incorporated into such explanations. The qualities that make food system resilience attractive, however, also make it difficult to model in empirical terms. This paper, by drawing on the literatures of food systems and on the measurement of resilience, demonstrates how food systems resilience can be measured at a country level. Clustering countries into regions shows that North America and Oceania have the highest levels of food systems resilience, followed by Europe and North Africa and Western Asia. Food systems resilience is lower in Latin America and the Caribbean and South Asia and sub-Saharan countries exhibited the lowest levels of food systems resilience. In low- and middle-income countries, increasing market resilience plays a significant role in increasing overall food systems resilience.

Automation has been shaping world agriculture since the early twentieth century. Motorized mechanization has brought significant benefits in terms of improved productivity, reduced drudgery and more efficient allocation of labour, but also some negative environmental impacts. More recently, a new generation of digital agricultural automation technologies has appeared, with the potential to further enhance productivity, as well as resilience, while also addressing the environmental sustainability challenges driven by past mechanization. The State of Food and Agriculture 2022 looks into the drivers of agricultural automation, including the more recent digital technologies. Based on 27 case studies, the report analyses the business case for adoption of digital automation technologies in different agricultural production systems across the world. It identifies several barriers preventing inclusive adoption of these technologies, particularly by small-scale producers. Key barriers are low digital literacy and lack of an enabling infrastructure, such as connectivity and access to electricity, in addition to financial constraints. Based on the analysis, the publication suggests policies to ensure that disadvantaged groups in developing regions can benefit from agricultural automation and that automation contributes to sustainable and resilient agrifood systems.

Resilience is often associated with multivalued and multi-faceted strategies, programs, and projects. After approximately 15 years of empirical evidence in the literature, few research questions remain unexplored and unanswered, especially with the recent occurrence of a global pandemic. In this paper, we are assessing whether there are few and consistently relevant elements that determine resilience capacity as well as investigating which shocks are most dramatically reducing resilience. We also investigate which coping strategies are most frequently adopted in the presence of shocks. Our results show that diversification of income sources, education, access to land, livestock, and agricultural inputs, are the main drivers of households’ resilience capacity. Moreover, the most prevailing shocks are found to be natural, health and livelihood-related shocks. In addition to this, we show that reducing the quantity and quality of food consumed, seeking an extra job, selling assets, taking credit, relying on relatives and social networks are the most adopted coping strategies. Finally, we found that coping strategies are able to mitigate the adverse effects of shocks on resilience capacity; however, they are not sufficient to offset their long-term negative consequences. Our conclusion is that adequate investments in resilience are conditional to a) engaging with activities that are broadly consistent across countries and b) fine-tuning the interventions based on context-specificity.

In recent years, several major drivers have put the world off track to ending world hunger and malnutrition in all its forms by 2030. The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. Transport infrastructure and logistics, not least domestic food transport networks, are an integral part of agrifood systems, and play a fundamental role in ensuring physical access to food. However, the resilience of these networks has rarely been studied. This study fills this gap and analyses the structure of food transport networks for a total of 90 countries, as well as their resilience through a set of indicators. Findings show that where food is transported more locally and where the network is denser, systematic disturbances have a much lower impact. This is mostly the case for high-income countries, as well as for densely populated countries like China, India, Nigeria and Pakistan. Conversely, low-income countries have much lower levels of transport network resilience, although some exceptions exist. The study further simulates the effect of potential disruptions – namely floods – to food transport networks in three countries. The simulation illustrates the loss of network connectivity that results when links become impassable, potentially affecting millions of people. Overall, this study provides a first geospatial framework to represent and model national food transport network resilience at a global scale considering not only local production and consumption, but also international trade. It has established a new toolkit for measuring resilience, which promises further use and applications beyond this study.
