Law, Politics and Society is the sixth and latest addition to the European Union Studies Association series, State of the European Union. The contributors of this volume take the dynamic interaction between law, politics and society as a starting point to think critically about recent developments and future innovations in European integration and EU studies. The book provides an overview of key events between 2000 and 2002 in the European Union, while illuminating how these institutional (formal legal) developments impact ordinary individuals and EU politics. For example, the European Convention with the possibility of an EU constitution is viewed not only as a new institutional development, but we examine what impact the creation of judicially enforceable rights has for Europeans and European integration. Welfare states around the globe are changing, challenged by the development of knowledge economies. In many countries, policy-makers' main response has been to modernize welfare states by focusing on future-oriented social investment policies that focus on creating, mobilizing, and preserving human skills and capabilities. Yet, there is massive variance in the development of social investment strategies. The World Politics of Social Investment: Welfare States in the 21st Century is the first of two volumes of the World Politics of Social Investment (WOPSI) project, which systematically maps and explains different welfare reform strategies in democratic countries around the world. This volume develops a theory on the political and socio-economic conditions for the development of social investment policies around the globe, and studies the impact of the main explanatory factors on the empirical variety of social investment reforms (and non-social investment reforms). It also proposes a new typology of different welfare reform strategies, distinguishing nine types of social investment strategies depending on their functions (creating, mobilizing and preserving human skill and capabilities) and their distributive profiles (inclusive, stratified or targeted), and three types of non-social investment welfare strategies (market liberalism, social protectionism and basic income). Southern Europe has been the EU region most exposed to the Eurozone sovereign debt crisis with consequences for national party systems and political stability. The 2014 European Parliament elections took place at a crucial time for Europe and Southern European societies more generally. This book analyses the Euroelections in Southern Europe, asking whether these followed the usual pattern of low-stimulus contests or whether the crisis context raised the bar. Country chapters on Italy, Greece, Spain, Portugal, Cyprus and Malta investigate the background of the elections, the electoral campaign and the rise of Euroscepticism. The linkage between governments’ economic performance, the Europhile or Eurosceptic stances of political parties, and their electoral performance are at the core of the analysis in each chapter. The findings reveal that the political and electoral consequences of the economic crisis have not fundamentally challenged the second-order character of the 2014 European Parliament elections in Southern Europe. However, electoral behaviour exhibits some indications of a more critical contest in which the EU divide becomes more significant and polarising in determining voting choices. Most EU-scholars conceive of the EU as a multilevel polity with strong powers to regulate economic policy externalities among the member states but little power to intervene in, let alone assume, core functions of sovereign government ('core state powers') such as foreign and defense policy, public finance, public administration, and the maintenance of law and order. This book challenges this view. Based on a systematic comparison of integration processes in military security, fiscal policy, and public administration, it finds steady progress in the integration of core state powers although with substantial sectoral variation. But the EU is not heading towards state-building. In contrast to the historical experience of national federations, the European integration of core state powers proceeds mostly by regulating national capacities, not by creating European ones, and leads to territorial fragmentation rather than increased cohesiveness.
