Excerpt from A National Forestry Research Program The colleges and universities have gradually strengthened their for estry research programs in recent years, particularly the institutions with agricultural experiment stations and forestry schools. This re search is supported mostly by State and other non-federal funds. Some Federal support to forestry research, however, is derived from Department of Agriculture grant funds made available to the States through cooperative programs administered through the Cooperative State Research Service. 13the Forest Service also provides cooperative financing of selected projects at universities to stimulate additional research on projects of joint interest. In the colleges and universities lie substantial Opportunities for future expanded forestry research. Their research potential has as yet barely been realized and they could and should be doing more. The national program recognizes the importance of institutional research. It proposes as a part of the Federal program a strengthening of cc operative research at the colleges and universities. The coordination of research has also been carefully considered as a necessary part of the national program. Coordination 1s achieved in a number of ways. The Department of Agriculture maintains a uniform project system under which all project proposals by research agencies of the Department are reviewed and coordinated. Tech nical advisory committees composed of university, industry, and F cd eral scientists meet regularly to discuss research plans and projects underway. Formally constituted regional research committees plan and do joint research on problems of interest to several States. Special panels of industry representatives are organized periodically to review and coordinate research in a special problem field such as seasoning of wood or glues and gluing: Other committees are fre quently formed to coordinate research on special problems such as pole blight disease research or brush control studies. It shou d con tinne as an essential part of future expanded programs of the indus tries, colleges and universities, and the Department of Agriculture. Forests are major components of the earth's natural resources and they are increasingly critical to the welfare of the U.S. economy, environment, and population. Desires to improve forest management and productivity, preserve biodiversity, maintain ecologic integrity, and provide societal services, such as recreation and tourism, necessitate a strong forestry-research base. Given the clear importance of forestry research in sustaining forests for the future, the U.S. Department of Agriculture (USDA) Forest Service asked the Board on Agriculture and Natural Resources of the National Academies to undertake a study of the nation's capacity in forestry research. The Committee on National Capacity in Forestry Research was appointed to carry out the study, which was conducted to review the current expertise and status of forestry research and to examine the approaches of natural resources education and forestry-research organizations to meet future needs.

S2The Fernow Experimental Forest, a 3,640 acre tract on the Monongahela National Forest, was set aside for the use of this research unit as an outdoor laboratory for studies in managing mountainous forest land. The forest stands here are mixtures of old-growth and second-growth hardwoods dating from around 1905, when heavy cuttings were made. In topography, history of cutting, climate, and variety of species the Fernow Forest is representative of much of the timberland in West Virginia and adjacent states. Though the Fernow Forest has been the main locale of the research program, other studies have been made in other parts of West Virginia, in western Maryland, and in southwestern Pennsylvania. A number of study areas are located on the Monongahela National Forest. And in 1957 an agreement was made to cooperate in forest research with the Union Carbide-Olefins Company on their land near Charleston, West Virginia. Studies are now under way there on a 2,500-acre area known as the Blue Creek Experimental Forest. The program of research at Elkins is concerned primarily with multiple use of forest land. It stresses integrated management studies aimed toward finding practical solutions to problems of managing the timber, water, and game resources of this area. Results from these studies should provide bases for judging compatibility of uses and determining use priorities. The pages to follow present an overall view of the Elkins research program and highlight the more significant results.S3.
