Key to understanding and addressing climate change is continuous and precise monitoring of environmental conditions. Satellites play an important role in collecting climate data, offering comprehensive global coverage that can't be matched by in situ observation. And yet, as Mariel Borowitz shows in this book, much satellite data is not freely available but restricted; this remains true despite the data-sharing advocacy of international organizations and a global open data movement. Borowitz examines policies governing the sharing of environmental satellite data, offering a model of data-sharing policy development and applying it in case studies from the United States, Europe, and Japan—countries responsible for nearly half of the unclassified government Earth observation satellites. Borowitz develops a model that centers on the government agency as the primary actor while taking into account the roles of such outside actors as other government officials and non-governmental actors, as well as the economic, security, and normative attributes of the data itself. The case studies include the U.S. National Aeronautics and Space Administration (NASA) and the U.S. National Oceanographic and Atmospheric Association (NOAA), and the United States Geological Survey (USGS); the European Space Agency (ESA) and the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT); and the Japanese Aerospace Exploration Agency (JAXA) and the Japanese Meteorological Agency (JMA). Finally, she considers the policy implications of her findings for the future and provides recommendations on how to increase global sharing of satellite data.

The space sector worldwide is experiencing a shift from traditional activities involving large heavy launch vehicles and satellites to a much faster paced NewSpace paradigm. NewSpace is primarily driven by private organizations and is characterised by smaller and lighter missions involving Smallsats. The space launch sector is primarily the domain of the Northern Hemisphere, however, this is beginning to change as Southern Hemisphere nations seek to pursue access to space in their own right. This report considers three scenarios through which Southern Hemisphere nations may pursue access to space. The third of these scenarios is then expanded upon to explore the benefits of an international collaborative framework to facilitate this access. Australia is used as a case study to identify considerations for enabling access within the framework.

Between 1992 and 1996, the American aerospace community vigorously explored the development of a post-Space Shuttle reusable space transportation system for the United States. This activity included studies by the National Aeronautics and Space Administration (NASA), scientific foundations, and the aerospace industry. Likewise, both the executive branch of the government, through the issuance of a White House Policy Space Transportation Directive, and the legislative branch, though the holding of congressional hearings and budget allocations to NASA and the Department of Defense, were deeply involved in the decision-making process. The new policy direction was aimed toward reestablishing the Unites States' competitiveness in the space launch vehicle development and launch area and in transferring much of this activity to the U.S. aerospace industry. These developments served as the prelude to NASA's single-stage-to-orbit (SSTO), reusable launch vehicle (RLV) program that included the development of three technology test bed vehicles. The first of these vehicles was the DC-XA Clipper Graham, which actually was an upgrade to the original DC-X (Delta-Clipper Experimental) developed by McDonnell Douglas for the Department of Defense and subsequently transferred to NASA at the start of the Agency's single-stage-to-orbit program. The DC-XA Clipper Graham was followed by the X-33, which was intended to serve as a test bed vehicle for the subsequent development of a full-size reusable single-stage-to-orbit vehicle, and the X-34, which was intended as a technology test bed vehicle to demonstrate low-cost reusability and to conduct flight experiments. These were all promising concepts, and prospects for developing a cheap, robust, reusable space lift system to supplant the already aging Space Shuttle seemed assured. But within a decade, such hopes had been dashed-all the more frustrating to program proponents and participants, who had contributed some remarkably creative engineering to support the bold conceptual visions underpinning each of these programs.
