This book focuses on the crises facing Al Qaeda and how the mass killing of Muslims is challenging its credibility as a leader among Islamist jihadist organizations. The book argues that these crises are directly related to Al Qaeda’s affiliation with the extreme violence employed against Muslims in Iraq, Syria, Afghanistan and Pakistan in the decade since 9/11. Al Qaeda’s public and private responses to this violence differ greatly. While in public Al Qaeda has justified those attacks declaring that, for the establishment of a state of ‘true believers’, they are a necessary evil, in private Al Qaeda has been advising its local affiliates to refrain from killing Muslims. To better understand the crises facing Al Qaeda, the book explores the development of Central Al Qaeda’s complex relationship with radical (mis)appropriations and manifestations of takfir, which allows one Muslim to declare another an unbeliever, and its unique relationship with each of its affiliates in Iraq, Syria, Afghanistan and Pakistan. The author then goes on to consider how the prominence of takfir is contributing to the deteriorating security in those countries and how this is affecting Al Qaeda’s credibility as an Islamist terror organization. The book concludes by considering the long-term viability of Al Qaeda and how its demise could allow the rise of the even more radical, violent Islamic State and the implications this has for the future security of the Middle East, North Africa and Central/South Asia. In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability’ are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.

This report finds that while the threat posed by al-Qaeda (AQ) can at times be overstated in the media, current trends mean facets of the organization still have the means and ambition to attack Western enemies, notably through the recruitment of Western jihadists fighting in Syria and the potential for violence when they return home, and the dominance of Al Qaeda in the Arabian Peninsula (AQAP). It seeks to assess the extent to which AQ franchises in Afghanistan and Pakistan (AfPak) have diminished as a threat to the West, compared with AQ's ascendancy in Somalia and Yemen, and the growth of AQ inspired terrorism Nigeria. The author finds that while diktats and strategic guidance from AQ's core leadership (AQC) remain significant, the leadership has limited capacity to co-ordinate operations centrally, meaning that franchises have become increasingly local and regional in their membership, funding and focus. AQAP is identified as the franchise most capable of launching a 9/11 style 'spectacular' attack in the West, as has been highlighted by the recent terror alerts from Yemen. The study notes that the affiliate organisation The Islamic State of Iraq and al-Sham (ISIS) is a potential future threat to the West, due to its increased capacity and the prospect of fighters returning from Jihad in Syria, while ungoverned lands in southern Libya are also proving to be a breeding ground for extremism.
