The Small Arms Survey 2012 seeks to increase our scrutiny of what is changing, and not changing, in relation to armed violence and small arms proliferation. Chapters on firearm homicide in Latin America and the Caribbean, drug violence in selected Latin American countries and non-lethal violence worldwide illustrate that security is a moving target; armed violence, both lethal and non-lethal, continues to undermine the security and wellbeing of people and societies around the world. The goal of curbing small arms proliferation, embodied in the UN Programme of Action, appears similarly elusive. Chapters on illicit small arms in war zones, trade transparency, Somali piracy and the 2011 UN Meeting of Governmental Experts highlight some of the successes, but also the continuing challenges, in this area. Country studies on Kazakhstan and Somaliland, along with the final instalment of the authorized transfers project, round out the 2012 edition.

The Small Arms Survey 2013 explores the many faces of armed violence outside the context of armed conflict. Chapters on the use of firearms in intimate partner violence, the evolution of gangs in Nicaragua, Italian organised crime groups, and trends in armed violence in South Africa describe the dynamics and effects of gun violence in the home and on the street. Many of the chapters in the 'weapons and markets' section zero in on the use of specific weapons by particular armed actors, such as drug-trafficking organisations and insurgents. This book focuses on the use of small arms in violence and attempts by the state to govern the use and acquisition of these weapons. It is likely that hundreds of thousands of people are killed every year as a result of armed violence – in contexts ranging from war zones to domestic violence. This edited volume examines why these deaths occur, the role of guns and other weapons, and how governance can be used to reduce and prevent those deaths. Drawing on a variety of disciplines, ranging from anthropology through economics to peace and security studies, the book’s main concern throughout is that of human security – the causes and means of prevention of armed violence. The first part of the book concerns warfare, the second armed violence and crime, and the last governance of arms and their (mis)-use. This volume comprehensively covers a range of issues related to dynamic norm change in the current major international arms control regimes related to nuclear, biological,and chemical weapons; small arms and light weapons; cluster munitions; and antipersonnel mines. Arms control policies of all of the key established and rising state actors are considered, as well as those of nonaligned countries, nongovernmental organizations, and international governing bodies. Recent studies on multilateral arms control tend to focus mostly on "structure," by which opportunities and constraints for action are created. This volume pays equal attention to "agency," through which opportunities and constraints to produce change or maintain the status quo are handled. In addition-and in greater depth than in recent studies-the volume acknowledges the force of moral and ethical impulses (alongside such factors as political, legal, and technological change) in the evolution of arms control norms. The volume begins with a look at the structure of regimes, at the conflicts residing in these structures, and at the dynamic processes in which these conflicts are worked out. The impact of extrinsic factors on norm dynamics is considered next, including technological change and shifts in attitudes and power structures. This publication assesses the reports submitted to the UN by member states during 2003 on the progress they have made towards implementation of the UN Programme of Action on Small Arms and Light Weapons (PoA). This is based on a joint project undertaken by the UN Development Programme (UNDP), the UN Department for Disarmament Affairs (UNDDA) and the UN Institute for Disarmament Research (UNIDIR), in collaboration with the Small Arms Survey. Findings include that 103 out of 191 member states submitted annual reports during 2003, with progress made on implementation of the PoA in the areas of national legislation, weapons collection and destruction, and public awareness.
