This book is the result of the project METROPOLE: An Integrated Framework to Analyse Local Decision Making and Adaptive Capacity to Large-Scale Environmental Change: Community Case Studies in Brazil, UK and the US, supported by the Belmont Forum-G8 Initiative Collaborative Research (Coastal Vulnerability, G8MUREFU3 2201-040). The Project METROPOLE was designed to address some important challenges of our time: on one hand, how to reduce the risks from climate change in coastal areas, in view of safeguarding life, assuring the safety of assets and the maintenance of rich ecosystems; and on the other hand, how to improve the interaction between scientists, decision makers and population for a common goal, to prevent alarming projections of sea level rise from being realized. This book focuses on the basis of the project which is anchored in the recognition of the importance of both dialogue and action on climate change involving different actors. Therefore, the participation of decision-makers, the population and representatives of civil and private organizations are key-elements in ensuring measures that might slow down, minimise or even restrict the perverse effects of climate change.

Climate change is one of the major challenges of modern times. Its impacts are manifold and vary from sea level rise (especially relevant to those living in coastal areas), to the increased frequency of extreme events such as cyclones and storm surges, which not only poses problems to property and infrastructure, but also to human health. Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt. Recent years have witnessed exciting developments in international negotiations, litigation, and scholarship about climate change, but doctrinal research in the field remains in its infancy. In particular, little is known about how fast states are required to limit and reduce their greenhouse gas emissions. The first part of the book identifies the relevant obligations through an analysis of treaties, custom, and other sources of international law. Beyond express quantified commitments contained for instance in nationally determined contributions, the book sheds light on the existence of general obligations of due diligence. While these general obligations are difficult to interpret, they are often more demanding. The second part explores how these general obligations can be applied objectively, for instance by a court, in concrete cases. Instead of an improbable judicial assessment of a state's requisite level of mitigation action, the book shows the possibility of assessing a state's conduct based on the measures that general mitigation obligations entail. These measures relate to corollary duties of cooperation, vigilance, and consistency. This book presents a first comprehensive doctrinal study of states' obligations on climate change mitigation. It shows that such obligations arise not only from climate treaties, but also from customary international law, unilateral declarations, and, possibly, human rights treaties. It also explores the interactions between these multiple obligations.
