Given the European Union s comprehensive influence over accession states in Central Europe, the full adoption of the acquis communautaire prior to enlargement seemed a guaranteed outcome. By studying EU rule adoption in Poland, Hungary and the Czech Republic, this book finds that successful legal alignment was in fact contingent on institutional reform within national core executives. Reinforcement of the core executive vis-à-vis ministerial departments ensured timely and accurate rule adoption, while a weak core executive resulted in uneven and incomplete legal change. Besides contributing to a better understanding of the dynamics of national adaptation during the Eastern enlargement, the book lays the foundations for explaining post-accession compliance in the new EU member states.

Political and economic developments after the implosion of the Soviet Union have not been easy, nor have outcomes been similar. The different trajectories of political development in post-communist countries are traced through cases from within the post-communist region that exhibit maximum variation in terms of both background variables and outcome. Six countries - Kazakhstan, Georgia, Estonia, Slovenia, the Czech Republic and Poland - have been selected. Following the Tocquevillian tradition, a 'method' of indirect comparison where in-depth knowledge of a country based on linguistics and history is held up against existing concepts, six country specialists have drawn broad pictures of what characterises 'their' country in terms of political and economic reform, state building and nation building, at the same time placing developments within the international context. At the end of the "founding" or initial decade, the new parliaments of post-Communist Europe had developed two distinct types: democratic and presidentially-dominated. Whilst in the early years, they had been characterised as "parliaments in adolescence," they have - through the second decade - continued to improvise but also elaborate their working relationships with both their chief executives and electorates. This book examines these adaptations in seven parliaments, comparing both among them and with parliaments of west Europe.
