What does it mean to be a conservative in Republican China? Challenging the widely held view that Chinese conservatism set out to preserve traditional culture and was mainly a cultural movement, this book proposes a new framework with which to analyze modern Chinese conservatism. It identifies late Qing culturalist nationalism, which incorporates traditional culture into concrete political reforms inspired by modern Western politics, as the origin of conservatism in the Republican era. During the May Fourth period, New Culture activists belittled any attempts to reintegrate traditional culture with modern politics as conservative. What conservatives in Republican China stood for was essentially this late Qing culturalist nationalism that rejected squarely the museumification of traditional culture. Adopting a typological approach in order to distinguish different types of conservatism by differentiating various political implications of traditional culture, this book divides the Chinese conservatism of the Republican era into four typologies: liberal conservatism, antimodern conservatism, philosophical conservatism, and authoritarian conservatism. As such, this book captures – for the first time – how Chinese conservatism was in constant evolution, while also showing how its emblematic figures reacted differently to historical circumstances.

After reaching high levels of public popularity in the 1980s and 1990s, political conservatism has become beset with criticism and disillusionment. As demonstrated by the 2008 election results, political conservatism has been blamed for an unpopular Iraq war, an economy nose diving into recession, and a barrage of high profile instances of corporate misbehavior. This crisis in the ideological identity of and public confidence in conservatism is partly due to conservatism itself. Contrary to the intellectual vibrancy that characterized the 1980s and 1990s, political conservatism in recent years has become complacent and dormant. It has been more focused on simply protecting political power than on reexamining its philosophical principles and policy prescriptions. Because of this failure to continually reexamine, conservatives have allowed their ideology to slip back into various ruts caused by certain historical deviations from the conservative creed. These deviations, beginning in the early twentieth century, mischaracterized conservatism as a special-interest defender of the wealthy and corporate class. The deviations also allowed conservatism to be miscast as a political creed that advocates aggressive U.S. intervention in the affairs of foreign nations. Perhaps because of all its successes, as well as the political influence it has been able to achieve, political conservatism in America has somewhat lost its foundational bearings. Its basic principles and ideological identity have been lost amidst the various political maneuverings and issues associated with partisan politics. Consequently, conservatives need to get their ideology back to a firm foundational setting, so as to allow it to once again provide a strong beacon of guidance to American society. In this book, Patrick Garry attempts to provide a clear definition and ideological identity to conservatism—an identity that not only connects conservatism to the past, but allows it to position itself for the challenges of the future. With a concise simplicity, Garry provides a definition of conservatism that relies on two fundamental propositions. Garry also argues that the focus of conservatism needs to be redirected toward the interests of the poor and disadvantaged. Has Texas always been one of the United States’ most conservative states? The answer might surprise you. Bootstrap Liberalism offers a glimpse into the world of Depression-era Texas politics, revealing a partisan culture that was often far more ideologically nuanced and complex than meets the eye. The Lone Star State is often viewed as a bastion of conservative politics and rugged “bootstrap” individualism, but that narrative overlooks the fact that FDR’s New Deal was quite popular in Texas, much more so than previous histories of the era have suggested. While it is true that many Texas Democrats remained staunchly conservative during Franklin D. Roosevelt’s presidency, and it is also true that many of these conservatives formed the basis of an established majority that would grow stronger in the decades that followed, it is simultaneously true that ordinary voters—and a good many politicians—embraced New Deal policies, federal experimentation, and direct economic aid, and often did so enthusiastically as liberal Texas Democrats rode FDR’s coattails to electoral success. Texas political leaders recognized the popularity of the New Deal and identified themselves with FDR for their own political advantage. Using original resources mined from six research archives, Bootstrap Liberalism explores campaign strategies and policy debates as they unfolded at the local, state, and national levels throughout the Great Depression and World War II eras, revealing a consistent brand of pro–New Deal messaging that won favor with voters across the state. Most Texas Democrats did not apologize for supporting FDR. Rather, they celebrated him and often marketed themselves as New Deal Democrats. Voters endorsed that strategy by electing liberals throughout the 1930s and early 1940s.
