And though somewhat less devout than we once were, the United States still leads the developed world in religiosity. Today, however, many feel that religious freedom is under serious—perhaps unprecedented—threat. With everything from health-insurance mandates, to the censoring of high school graduation speeches, to punishing vendors who refuse to work gay weddings, religious liberty seems to be increasingly curbed by powerful and intrusive government. Because environmental problems do not respect borders, their solutions often require international cooperation and agreements. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition. Paradoxically, many governments that persistently violate human rights have also ratified international human rights treaties that empower their citizens to file grievances against them at the United Nations. Therefore, citizens in rights-repressing regimes find themselves with the potentially invaluable opportunity to challenge their government's abuses. Why would rights-violating governments ratify these treaties and thus afford their citizens this right? Can the mechanisms provided in these treaties actually help promote positive changes in human rights? Insincere Commitments uses both quantitative and qualitative analysis to examine the factors contributing to commitment and compliance among post-Soviet states such as Slovakia, Hungary, Kyrgyzstan, and Tajikistan. Heather Smith-Cannoy argues that governments ratify these treaties insincerely in response to domestic economic pressures. Signing the treaties is a way to at least temporarily keep critics of their human rights record at bay while they secure international economic assistance or more favorable trade terms. However, she finds that through the specific protocols in the treaties that grant individuals the right to petition the UN, even the most insincere state commitments to human rights can give previously powerless individuals -- and the nongovernmental and intergovernmental organizations that partner with them -- an important opportunity that they would otherwise not have to challenge patterns of government repression on the global stage. Globally, greater integration in international trade and global value chains (GVCs) has been linked to increased GDP per capita and productivity. Latin American and Caribbean (LAC) countries have displayed limited trade openness and weak integration into GVCs. Their trade is roughly one-third of GDP on average, compared with one-half in countries in Europe and Central Asia, as well as East Asia and the Pacific—and that share has not grown since 2000. Although the gaps between potential and actual GVC integration are the result of economic fundamentals—such as geography, market size, institutions, and factor endowments—policy choices matter as well. The region has untapped potential in trade and GVCs to grow in the wake of COVID-19 (coronavirus). Deep trade agreements are reciprocal agreements between countries that seek integration of goods, services, and factors’ markets, or deep integration. Drawing on new data and evidence, Deep Trade Agreements: Anchoring Global Value Chains in Latin America and the Caribbean shows that these agreements can drive policy reforms that can help the region overcome some of its disadvantageous fundamentals. Four areas of deep integration—trade facilitation, regulatory cooperation, services, and state support—are priorities to improve the participation of countries in the region in GVC: 1. Facilitating trade can reduce border delays and ease the challenges caused by the remoteness of some countries. 2. Improving regulatory cooperation can help create larger regional markets by reducing the costs of nontariff measures. 3. Opening the service economy can compensate for factor endowment scarcity and facilitate access to skills and technology. 4. Fostering competition and regulating state support and state-owned enterprises can improve the quality of economic institutions. These areas are increasingly important as global trade tensions persist and economies recover from the COVID-19 pandemic. In these times of uncertainty and upheaval, the policy commitments in deep trade agreements can create a more stable institutional environment to promote the ability of countries to participate in GVCs and to reap the benefits of integration. What does it mean to be a gay man living in the suburbs? Do you identify primarily as gay, or suburban, or some combination of the two? For that matter, how does anyone decide what his or her identity is? In this first-ever ethnography of American gay suburbanites, Wayne H. Brekhus demonstrates that who one is depends at least in part on where and when one is. For many urban gay men, being homosexual is key to their identity because they live, work, and socialize in almost exclusively gay circles. Brekhus calls such men "lifestylers" or peacocks. Chameleons or "commuters," on the other hand, live and work in conventional suburban settings, but lead intense gay social and sexual lives outside the suburbs. Centaurs, meanwhile, or "integrators," mix typical suburban jobs and homes with low-key gay social and sexual activities. In other words, lifestylers see homosexuality as something you are, commuters as something you do, and integrators as part of yourself. Ultimately, Brekhus shows that lifestyling, commuting, and integrating embody competing identity strategies that occur not only among gay men but across a broad range of social categories. What results, then, is an innovative work that will interest sociologists, psychologists, anthropologists, and students of gay culture.

Bowling Alone, the title of Robert Putnam's 1995 article (later a bestselling book) perfectly captured a sense of national unease: Somewhere along the way, America had become a nation divided by apathy, and the bonds that held together civil society were disappearing.
